Second Public Hearing for City’s Proposed Tax Increase Set for Tuesday

Second Public Hearing for City’s Proposed Tax Increase Set for Tuesday

A second special meeting of the Sulphur Springs City Council to conduct a public hearing for the proposed tax increase is set for noon Tuesday, August 23. During the special session, the council will also discuss approval of an addendum to the Garver Engineering contract. The engineering firm will plan the rebuild of the city’s wastewater treatment plant. The council will meet in the City Hall Council Room, 201 North Davis Street.

On Friday August 19th the Council conducted the first public hearing for the proposed tax increase. No one from the public was there to speak. During the meeting, Mayor Emily Glass explained that state regulates the appraisals, not the City of Sulphur Springs. She also added that even if home values stay the same, if new businesses are added the amount of tax revenue received increases. Though the tax rate itself was not increased it must legally be called a tax increase.

Peter Karsten, City Finance Director, added, “The state requires that we make these declarations, but the one thing they don’t do is it ends up being a political statement just like everything is… Our property tax pretty well pays for our police department and imagine a world where that’s all we are doing, if the inflation was 3% and our appraisals went up 3% and we did the effective tax rate, which is to raise the exact same tax revenue it would not factor in our buying power. Which would mean every year or two we would have to let go of a police officer. It’s a great way to look at this. This year the tax rate went up 1%, the appraised value, our inflation also went up 1%. So all it does is maintain our buying power and that’s the thing the state doesn’t put in these documents…”.

Commissioners’ Court Considers Housing Rockwall County Inmates In Local Jail

An inter-local agreement with Rockwall County that will house some of that county’s inmates in Hopkins County Jail is on the agenda for Hopkins County Commissioners’ Court agenda for Monday, August 22. The court meets at 9 a.m. in the courthouse first floor courtroom.

The contract has cleared attorneys and was on the desk of County Judge Robert Newsom Friday morning. The agreement calls for Rockwall County to pay $45 per day, provide any medical expense for their inmates and also provide transportation to and from Hopkins County. Judge Newsom stated that the fees would be used to cover the expenses incurred with the added population and it is hoped that some of the funds can be set aside and eventually used for early pay off  of the cost of building the local jail.

In other action the county commissioners will discuss the proposed tax rate and set a date for two public hearings for the proposed tax rate. No increase in rate is expected. The increase is tied to increased property values. Routine county business is also on the agenda.
