Senate Ed to consider virtual instruction bill on Tuesday

The Senate Education Committee will meet at 10 a.m. on Tuesday, Aug. 10, to consider legislation that would provide state funding for virtual and off-campus electronic instruction at public schools and provide guidelines for how those programs would be allowed to operate. Watch the hearing.

SB 15 (Taylor) would allow schools to create their own virtual instruction programs for students who live within their district/charter attendance zones as long as the district or charter has earned at least a C in the state accountability rating system during the previous year or the last time a rating was assigned. Students must still have access to extracurricular activities, in-person services, and any special services required by state or federal law, such as special education. School administrators would be allowed to bring a student back to campus if the student is not meeting academic performance standards or other requirements set by the school. Schools would be able to enter into agreements with other schools to provide virtual instruction. The bill requires the commissioner to evaluate the performance of students enrolled in the program separately from the performance of other district or school students, and districts/charters would be prohibited from enrolling more than 10 percent of their total 2021-22 student enrollment in virtual programs. This law would expire on Sept. 1, 2027. Read the bill.

Senate State Affairs to hear social studies bill on Tuesday

The Senate State Affairs Committee will meet at 10 a.m. on Tuesday, Aug. 10, to consider a bill that would legislate the teaching of and curricular requirements on social studies in Texas. Many refer to this legislation as the “critical race theory (CRT) bill.” Watch the hearing.

SB 3 (Hughes) would require the commissioner of education to create a civics training program for teachers and administrators and to establish the grade levels at which a teacher provides instruction to be eligible to participate in that training program. School districts and charters would be responsible for ensuring that at least one teacher and administrator from each campus that includes an eligible course attends the training. The bill then sets forth items that the State Board of Education must include in the Texas Essential Knowledge and Skills (TEKS) related to civic knowledge. The Texas Education Agency would be responsible for ensuring that all schools teach civics education according to this law. The bill then goes on to list several things that teachers cannot be compelled to do and that schools or teachers cannot make part of social studies instruction. Read the bill.

Man Accused Of Choking A Woman, Taking Firearm

A 26-year-old Sulphur Springs man was arrested Sunday evening for allegedly assaulting and choking a woman, then leaving with a firearm, according to arrest reports.

Sulphur Springs Police were dispatched at 6:30 p.m. Sunday, Aug. 6, 2021, to an Industrial Drive apartment, where an active physical disturbance had been reported.

Upon arrival, SSPD Officer Nick Floyd contacted a 38-year-old Alabama woman whose face was bleeding in the parking lot on one side of the apartment complex. EMS was requested to treat the woman.

Concern was expressed for the safety of the woman’s child, who’d been left in the apartment with Andrew Dean Webber, the man accused of assaulting her. Floyd and another officer retrieved the child from the apartment and reunited him to the injured woman. While in the apartment, the officers ascertained Webber had left prior to their entry. The woman’s firearm was also reported to be missing from the apartment.

The woman was transported to the emergency room, where she received stitches to her face, an injury Webber was alleged to have caused.

The 26-year-old Sulphur Springs man was accused of assaulting her inside the residence, by using his hands to choking the 38-year-old woman to the point she could not breath. Once she was able to get free she ran into the parking lot. Someone called the police to assist her, police were told. When Webber found her in the parking lot and he then allegedly began punching the woman with a closed fist, causing the injury requiring stiches to her face, according to police reports.

Webber was located at the corner of Lee and Texas Street. He had a 9 mm in his possession, Floyd alleged in arrest reports. For choking a woman he was taken into custody at 7:29 p.m. Aug. 8, 2021, on the third degree felony charge of assault family violence-impeding breathing, as well as for unlawful possession of a firearm by a felon. Webber remained in Hopkins County jail Monday Aug. 9, 2021, in lieu of $50,000 in bond, $30,000 on the assault charge and $20,000 on the firearm charge, according to jail reports.

The Sulphur Springs Independent School District Board of Trustees appears to have a full agenda Monday evening, with a number of routine items such as presentation of the student and employee handbooks, update on Meet the Teacher activities scheduled throughout the district, and approval of the latest policy updates as recommended by Texas Association of School Boards, Code of Conduct, meal payment and charge policy on the agenda.

Volunteers prepare meals at the Sulphur Springs Senior Citizens Center and deliver them five days a week to Meal A Day program recipients in Sulphur Springs and Hopkins County. The Meal A Day Menu for Aug. 9-13, 2021, includes:

  • Monday –Apricot Glazed Chicken, Rice, and Broccoli with Cheese Sauce.
  • Tuesday – Chicken Fingers, Mashed Potatoes, Green Beans and Roll.
  • Wednesday Beef Lasagna, Italian Vegetables, and Garlic Toast.
  • Thursday –BBQ Rope Sausage, Pinto Beans, Cole Slaw and Corn Bread.
  • Friday – Chicken Salad, Potato Salad, Pasta Salad, Pea Salad, Tossed Salad, Fruit Salad, and Crackers.

The Sulphur Springs Senior Citizens Center is a place where Senior Citizens age 50 and over can have a good time with old friends and make some new ones. Meal-A-Day is just one service the center provides. The coffee pot is always on and a smile is on each face. Benefit For Educator, Mom Battling Breast Cancer Planned Aug. 7 At NHISD

A benefit will be hosted this afternoon (Saturday, Aug. 7) beginning at 4:30 p.m. in North Hopkins ISD cafeteria for Kara Lane, a 19-year educator who is battling Stage 3 triple invasive ductal carcinoma breast cancer.

Kara Lane is the mother of Kenna, who will be a senior this year. She is a single mom and has been a kindergarten teacher for the past 14 years and was in fact named Hopkins County Teacher of the Year in 2014. She attends Wesley United Methodist Church, where she serves in the nursery.

“She is a strong woman who takes on many extra jobs and tasks to make sure everyone is taken care of and puts everyone’s needs before her own,” according to the flyer posted for the benefit hosted by Michael and Stacy Hrabal.

The benefit gives the community the opportunity to rally around Kara and her family, to show support and let them know they are not alone in their fight.

Beginning at 4:30 p.m. Aug. 7, pulled pork sandwiches with sides will be offered for a donation. Food cooked by Lisa Doss Sprague and Susan Vaughn. A silent auction will also begin at 4:30 p.m., giving those present a chance to check out the available items and place their bids before the live auction, which will begin at 6 p.m. Saturday, all in North Hopkins school cafeteria. Among items donated for auction are a welcome sign, fall decorations, pharmacy makeup, cooler, knives, buckles, shop light. paintball gun, Sister store goody baskets and bags, makeup kit and computer bag, soap goody box, bath and body works set, faith t-shirt, gift cards, NHISD caps and shirts, cross, hair products, welding materials, humidifiers, cups, jewelry, dish sets, metal art, thermal cups, candle, $50 value from hairstylist, shoes, wall décor, mixer, bowl, grilling set, a wallet and more, and those are just the silent auction items.

School administrators encourage community members to “Please come out and help us support one of our own!” and show they are on #TeamKara.

Paris — Here’s a look at work planned in the district during the week of Aug. 9, 2021. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues. Motorists are advised to remain alert and pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Sherman Area (Fannin, Grayson Counties)

The annual contract to perform seal coat operations in Grayson County has started. Daytime lane closures will be present during seal coat operations and drivers should expect delays. The following roadways in Grayson County will be sealed this year; US 69 from Martin Luther King Street to US 75; SH 160 from SH 11 to the Collin County line; FM 691 from FM 131 south to FM 131 north; FM 131 from FM 691 to FM 120; FM 131 from US 82 to FM 691; SH 289 from the Collin County line to SH 56; and FM 121 from SH 289 to FM 3356.

US 69, Grayson County: from FM 1897 in Bells to SH 11 in Whitewright. Watch for daytime lane closures as crews perform base repairs on the roadway. Work is expected to begin Aug. 9.  

US 75, Grayson County: from FM 1417 to SH 91 (Texoma Parkway). Watch for shoulder closures and lane shifts on the northbound and southbound US 75 main lanes between SH 91 and FM 1417 as crews work on building new main lanes, bridges, and retaining walls. Watch for lane closures on the frontage roads between FM 1417 and SH 91 as crews work on building detours and installing drainage structures. The northbound Washington Street exit ramp is currently closed and exiting traffic is requested to use the Houston/Lamar Street exit ramp. The southbound exit ramp for Park Avenue is currently closed and exiting traffic is requested to use the Lamar/Houston Street exit. A reduced speed limit of 60 mph on the US 75 mainlanes has been set for this construction project. 

Northbound and Southbound US 75 mainlane traffic has been shifted onto the existing frontage road near West Staples Street and transitions back to the existing mainlanes near West Cherry Street. This operation will allow for reconstruction of the proposed US 75 mainlanes and the bridge over Center Street. Within this area, the US 75 frontage road traffic has been reduced to a single travel lane, while US 75 mainlane traffic still maintains two travel lanes. Both mainlane and frontage road traffic are separated by concrete barriers. 

All eastbound and westbound lanes of Center Street under US 75 are closed to traffic. To detour, eastbound Center Street traffic will turn right on the southbound US 75 frontage road, turn left on Park Avenue, and turn left on the northbound US 75 frontage road to return to Center Street. Westbound traffic will turn right on the northbound US 75 frontage road, turn left on Houston Street, and turn left on the southbound US 75 frontage road to return to Center Street.

Northbound and Southbound US 75 mainlane traffic has been shifted onto the existing frontage road from just north of Houston Street and transitions back to the existing mainlanes south of North Travis Street. This operation will allow for reconstruction of the proposed US 75 mainlanes and the bridge over Washington Street. Within this area, the US 75 frontage road traffic has been reduced to a single travel lane, while US 75 mainlane traffic still maintains two travel lanes. Both mainlane and frontage road traffic are separated by concrete barriers. 

All eastbound and westbound lanes of Washington Street under US 75 are closed to traffic. This closure is necessary to complete work in preparation of the mainlane detour. To detour, eastbound Washington Street traffic will turn right on the southbound US 75 frontage road, turn left on Lamar Street, and turn left on the northbound US 75 frontage road to return to Washington Street. Westbound traffic will turn right on the northbound US 75 frontage road, turn left on North Travis Street, and turn left on the southbound US 75 frontage road to return to Washington Street.

US 75, Grayson County: at the US 82 intersection. Watch for shoulder closures on the northbound and southbound US 75 main lanes between North Loy Lake Road and Lamberth Street as crews work on building new exit ramps. Watch for shoulder closures and lanes shifts on the eastbound and westbound US 82 main lanes between FM 131 and Loy Lake Road while crews perform bridge construction. Watch for lane closures and lane shifts for the frontage roads at the US 75 and US 82 intersection as crews work on bridge construction and construction of new frontage road lanes.

The westbound US 82 exit ramp for Loy Lake road is currently closed for crews to work on widening the US 82 frontage road. Traffic wishing to access Loy Lake Road is requested to take the SH 91 exit ramp (# 643), or the US 75 exit ramp.

The US 75 pedestrian bridge near Pecan Street in Sherman is closed to pedestrian traffic. The pedestrian bridge has been removed. Pedestrians wishing to cross US 75 are advised to cross at the Houston Street signalized intersection. 

FM 1417, Grayson County: from US 82 to SH 56. Watch for lane shifts and shoulder closures between US 82 and SH 56 while crews are working to construct the second portion of the new Sand Creek bridge and the approaches to the bridge. Watch for occasional daytime lane closures as crews perform utility work. A reduced speed limit of 45 mph has been set for this construction project.

SH 289, Grayson County: in Gunter at the FM 121 intersection. Watch for occasional lane closures as construction crews work on installing a traffic signal at the intersection.

FM 131, Grayson County: in Sherman at the Northcreek Drive intersection. Watch for occasional lane closures as construction crews work on installing a traffic signal at the intersection.

US 69, Grayson County: in Bells at the FM 1897 intersection. Watch for occasional lane closures as construction crews work on installing a traffic signal at the intersection.

Yellow Bridge Road (CR 876), Grayson County: Yellow Bridge Road (CR 876) is closed to through traffic at the branch of Pilot Grove Creek so that construction crews can remove and replace the bridge. Local traffic will need to use an alternate roadway such as Brewer Road or County Road 534.

US 75 full depth concrete repair, Grayson County: Crews will be working on US 75 each week from Sunday night through Thursday night. Lane closures will be present at night for crews to replace failed concrete. Lane closures will begin at 7:30 p.m. each night and should be reopened to traffic by 6 a.m. This work will extend from the Collin-Grayson County line to the Oklahoma State line.

US 69/US 75, Grayson County: at the Red River bridge. Watch for occasional daytime lane closures as crews work to upgrade and replace the existing bridge railing on the bridge and guardrail approaches on the northbound and southbound bridges at the Red River. Watch for lane shifts and narrow lanes throughout the project as crews have shifted traffic to provide room for construction.

FM 121, Grayson County: from Jim Jones Road to FM 3356. Watch for occasional daytime lane closures as crews work to build portions of the new bridges and roadway. Watch for lane shifts and narrow lanes throughout the project as crews have moved traffic to a portion of the new concrete pavement. The ultimate roadway will be a five-lane section consisting of concrete pavement when the project is completed.  

US 377, Grayson County: Willis Bridge at the Oklahoma State line. Watch for occasional lane closures on the existing bridge as workers pour concrete for the new bridge structure.

US 377, Grayson County: from US 82 to FM 901. Watch for temporary daytime lane closures and shoulder closures as workers install sloped end treatments on pipes and install guardrail.

US 75 debris pickup, Grayson County: from Collin County line to Oklahoma State line. Watch for mobile lane closures as workers pick up debris from the roadway every Monday, Wednesday and Friday during the daytime.

FM 120, Grayson County: from SH 289 to Cemetery Road. Watch for daytime lane closures as maintenance crews blade level the roadway.

FM 697, Grayson County: from SH 11 to FM 2729. Watch for daytime lane closures as maintenance crews blade level the roadway.

The annual contract to perform seal coat operations in Fannin County begins the second week of August weather permitting. Daytime lane closures will be present during seal coat operations and drivers should expect delays. The following roadway in Fannin County will be sealed this year; SH 56 from Loop 205 in Bonham to US 82 in Honey Grove.

FM 1753, Grayson and Fannin County: from FM 1897 to SH 78. Watch for temporary one-lane closures as workers rehab and widen the roadway.

FM 898, Fannin County: from the Grayson County line to SH 121. Watch for temporary one-lane closures as workers rehab and widen the roadway.

FM 824, Fannin County: from SH 56 in Honey Grove to the Lamar County line. Watch for temporary one-lane closures as workers rehab and widen the roadway.

FM 1550, Fannin County: from County Road 3330 to SH 34. Watch for temporary one-lane closures as workers rehab and widen the roadway.

SH 121, Fannin County: from the Collin County line to SH 56. Watch for temporary daytime lane closures and shoulder closures as workers install sloped end treatments on pipes and install guardrail.

US 82, Fannin County: from SH 121 to the Lamar County Line. Watch for slow moving construction equipment as crews work on widening US 82 from a two-lane roadway to a four-lane divided roadway. Westbound US 82 traffic has been shifted to the new pavement for the entirety of the project from the Lamar County line to SH 121. Eastbound traffic between SH 121 and the Lamar County line has been opened to two lanes, but occasional daytime lane closures may be present. Drivers who frequent this roadway are advised that all driveways, county roads and farm-to-market roads approaching the new westbound main lanes on US 82 will have a full stop before crossing over to the median.

SH 11, Fannin County: from SH 121 to SH 78. Watch for daytime lane closures as maintenance crews blade level the roadway.

FM 896, Fannin County: from US 69  to Business SH 121 in Randolph. Watch for daytime lane closures as maintenance crews apply a fog seal to the roadway.

FM 981, Fannin County: from SH 78 to US 69. Watch for daytime lane closures as maintenance crews perform base repairs to the roadway.

Sulphur Springs Area (Hopkins, Franklin Counties):

BU 82J, Red River County: between Travis Street and Columbia Street in Clarksville. The road will be closed and a marked detour will be in place while crews replace a cross drainage structure, install drainage inlets, and reconstruct the roadway and sidewalk in this area.

FM 195, Red River County: from the Lamar County line to SH 37. Watch for temporary lane and shoulder closures while crews improve drainage structures and replace bridge rail. The shoulder at Little Pine Creek will remain closed while the rail work is completed.

FM 1487, Red River County: from FM 909 to FM 910. Watch for temporary lane closures while crews widen and rehabilitate the existing pavement and improve drainage structures.

FM 911, Red River County: from BU 82K (Avery) to FM 44. Watch for temporary lane closures while crews rehabilitate the existing pavement and improve drainage structures.

SH 37, Red River County: from US 271 (Bogata) to the Franklin County line. Watch for work zones and drive safely through construction areas as final work is being performed.

BU 271D, Red River County: from US 271 to SP 38 (Bogata). Watch for work zones and drive safely through construction areas as final work is being performed.

US 82, Red River County: from FM 1159 to the Bowie County line. Watch for daytime lane closures while crews place final hot mix surface. 

Greenville Area (Hunt, Rains Counties)

FM 36, Hunt County: from FM 36 to FM 751 at various locations: The contractor has been forming and pouring concrete drainage structures on FM 1564. The contractor is working on culverts and safety end treatments on FM 1564 and will be placing chevrons on FM 1570, FM 751 and FM 36.

SH 276, Hunt County, from FM 36 to SH 34 (Quinlan Bypass): The contractor has placed project barricades and has prepared and cleared most of the right-of-way. Preliminary embankment, excavation, and bridge work has begun with all shafts being completed. This work should not affect existing traffic on SH 34 or SH 276. Roadway construction affecting closures on Spur 264 has begun, this work will affect through-traffic between Meyers Avenue to County Road 2304. Weekend work is to be expected. Please be aware of lane closures, and watch for work zones and workers when traveling in this area.

FM 1566, Hunt County: from FM 272 near Celeste to State Highway 34. The contractor has begun mile five of this seven-mile project and is currently reworking the subgrade and bringing in flex base, placing geogrid and compacting areas for roadway rehabilitation and widening. Please be aware of lane closures, and watch for work zones and workers when traveling in this area.

SH 66 at FM 1570, Hunt County: The contractor has finished placing the two-inch asphalt overlay surface layer and completed placing guardrail. Project striping is scheduled to begin early this week, weather permitting. Please be aware of lane closures, and watch for work zones and workers when traveling in this area.

Maintenance crews in Hunt County will be performing overlay operations on SH 11 between FM 2655 and FM 1563, near Wolfe City. Maintenance crews will also be performing overlay and spot base operations on FM 71 from BUS 11 to Delta County. Contract mowers will be operating throughout the county this week. Maintenance crews will also be sweeping on US 69 between Lone Oak and Greenville as needed. Maintenance contract crews will be performing debris removal on I-30 and guard rail repair at various locations around Hunt County. Contracted maintenance crews will be mowing various locations in Hunt County. 

Please be careful when traveling in these areas, watch out for workers and maintain a safe distance from work crews.

Maintenance crews in Rains County will be performing working on FM 513 at various locations. Crews will be performing various sign installations, potholing and debris removal. Maintenance crews will be performing herbicide operation on various roadways. Please watch for lane closures, work zones and workers along the roadway, and maintain a safe distance from work crews.

School starts Thursday, Aug. 12, at Miller Grove ISD. Several activities are planned to help students and their families gear up for the new school year.

  • Meet the Teacher will be conducted from 5 to 6:30 p.m. Monday, August 9, for all grades. Elementary students can drop off school supplies and meet their teacher. Junior High and High School students will be able to pick up schedules and meet their teachers. Students taking college classes will need to meet with Mrs. Hudson. There will be free hot dogs and ice cream provided by PTO in the Hornet’s Nest and families are welcome to tour the new Multipurpose Building. Also, if parents/guardians haven’t completed online registration for each child who will be attending Miller Grove ISD this year, new or returning, they are asked to do so online before the start of school.
  • Tuesday night the junior varsity and varsity volleyball girls will host Trinity Christian starting at 5 p.m.
  • The bell to start classes rings at 8 a.m. Thursday, Aug. 12, for all students. Parents who have yet to pick up supplies for their students may download lists of supplies, by grade for MGISD students in pre-kindergarten through sixth grade, on the designated link on the main page of the school website https://www.mgisd.net/.
  • Also on Thursday, the varsity girls team will travel to Princeton for a volleyball tournament; the time has yet to be announced.
  • Looking ahead, the FFA Back to School Hamburger Supper will be Thursday, August 19, at 6 p.m.

Students and parents should keep in mind the school dress code when shopping for school clothes and before children head out the front door for school.

Sulphur Springs Man Jailed On Felony DWI Charge Following Crash In Restaurant Parking Lot

A 42-year-old Sulphur Springs man was arrested on a felony drunk driving charge following a crash in an East Shannon Road restaurant parking lot Friday.

Sulphur Springs Police Sgt. Brandon Mayes responded at 11:28 a.m. Aug. 6, 2021, to the single vehicle crash in the Panda Express parking lot. He contacted Brandon Gene White, who was reported to have been involved in the crash. Mayes observed White to have bloodshot eyes, to occasionally have slurred speech and to be unsteady on his feet to the point of nearly falling; and the detected a faint alcoholic beverage odor on him.

As he was walking back to his truck, after the wrecker got it unstuck, White reportedly stumbled back and forth with his feet together, then leaned forward instead of standing straight up. He indicated he understood the officers instructions when told to follow the movement of his finger with his eyes only, but failed to do so. White was taken into custody and transported to jail. He agreed to give a blood sample. It was taken at the hospital and the man was returned to the county jail, where he was booked for third or more driving while intoxicated offense.

He remained in Hopkins County jail Saturday morning, Aug. 7, 2021, awaiting arraignment. Jail records show White was booked into the county jail on Feb. 5, 2000 for DWI, spent the night in jail May 1, 2002 and on a second DWI offense charge.

Pickton Woman Accused Of Stabbing Her Mother During Argument

Deputies arrested a 48-year-old Pickton woman accused of stabbing her mother three times during an argument and of harming two other family members at the location, according to arrest reports.

Hopkins County Sheriff’s deputies responded at 3:15 p.m. Aug. 5, 2021, on FM 269 south, where a woman was alleged to have fled after stabbing her mother. The suspect was reported to have headed north on FM 269 south on a green mule with an orange triangle. The witness and injured woman traveled in a white vehicle from the residence to Weaver Store. Dispatchers relayed that the mother was reported to have been stabbed three times: once in the arm, once in the stomach and once in the leg.

Deputy Bobby Osornio arrived at the Weaver store and began administering first aid to the injured woman’s wounds. Hopkins County EMS arrived to take over her care the woman and her daughter.

During an argument about time sheets being completed, Aimee Michelle Maynard allegedly retrieved a steak knife from the kitchen and stabbed her mother in the stomach, then the right lower bicep and upper left shin, just above the knee. The older woman was airlifted to CHRISTUS Mother Frances Hospital in Tyler for treatment of her injuries.

The sheriff’s deputies located the suspect in the 5500 block of FM 269 south and took her into custody at 3:56 p.m. Aug. 5, 2021, on an aggravated assault of a family or household member with a weapon charge. Maynard was transported to the county jail.

Deputies and sheriff’s investigators then went to the residence to speak with witnesses and family members of the two women alleged to have been involved in the altercation. While Maynard was being transported to jail, deputies learned two more of Maynard’s family members had been assaulted at the FM 269 residence. As a result, 48-year-old Aimee Michelle Maynard was booked into Hopkins County jail at 7:42 p.m. Thursday, Aug. 5, 2021, on three aggravated assault of a family or household member with a deadly weapon charges, one for each person she was accused of injuring.

Maynard, who is also known to use or have used the name Melody Maynard, remained in Hopkins County jail Friday night, Aug. 6, 2021, in lieu of $600,000 in bonds, $200,000 per charge.

Thursday was the second time in less than a year that Maynard has been booked into Hopkins County jail on an assault charge. HCSO Deputies Jason Lavender and Dan Turrentine took the Pickton woman into custody Friday afternoon, Nov. 6 2020, on a warrant for assault against the elderly or disabled, an offense alleged to have occurred on Halloween of 2020. Maynard remained in Hopkins County jail from Nov. 6, 2020 to Jan. 14, 2021, in lieu of a $2,000 bond on the assault against elderly or disable charge.
