City Manager’s Report February 6, 2018

STREET IMPROVEMENT PROGRAM – A portion of Gossett Lane has been repaved as planned.  Junell Street has been milled and is awaiting asphalt paving.  Milling is ongoing on Beth, Rasure and Rose Streets.  Calvert Street will be milled and repaved during spring break.

We will probably forego the planned reconstruction in the Woodside addition in favor of reconstructing the portion of Woodbridge Drive that crosses between the two ponds.  The street is beginning to fail.  We think that the culvert between the ponds is failing which in turn is causing the street failure.  I am in discussions with the homeowners association on this issue.  The responsibility for the culvert will be theirs, while responsibility for the street is the city’s.

CANTEX FORCE MAIN – This will be our next capital improvement project.  It will replace 2,400 linear feet of aging sewer force main and 2,900 feet of gravity main.  Currently the main passes through the middle of the hospital complex.  This would be a nightmare if the main ever ruptures.  The proposed route would go around the hospital complex rather than through it. One third of the city’s sewage passes through this line.

WASTEWATER TREATMENT PLANT – The work at the wastewater treatment plant is on schedule.  The three primary clarifier basins have been constructed, and the effluent troughs are being constructed now.  Other concrete structures adjacent to the clarifiers are under construction.  This portion of the project will continue through summer.  We will bring the new clarifiers online before work begins on other apparatuses downstream in the treatment process.

CROSSTOWN TRAIL – Construction of the Crosstown Trail in ongoing.  This grant-funded project will connect Buford Park to Coleman Park as well as the high school/civic center complex with a concrete path.  It will also replace the sidewalk on the north side of Connally Street.

CLAIMS – We did not have any liability claims in January.  We had one minor workers’ compensation claim in January.

REVENUES AND EXPENDITURES – Budget Analyst Lesa Smith will give a year-to-date report of revenues and expenditures.

Elsewhere around the city, employees:

  • Made 41 street repairs following utility repairs.
  • Repaired 60 potholes.
  • Graded Pipeline Road and Wisenbaker Lane.
  • Cleaned and repaired the memorial fountain.
  • Sold 1,143 gallons of AvGas and 8,677 gallons of JetA.
  • Hosted Kid Fish Day at Peavine Pinion Pond.
  • Trimmed trees at Senior Citizen Building.
  • Conducted 20 building inspections, 12 electrical inspections, 25 plumbing inspections, 3 mechanical inspections and issued 18 building permits.
  • Treated wastewater to a daily average total suspended solids rating of 1.35 mg/L, well within the limit if 15 mg/L.
  • Responded to 196 animal control calls, took in 59 dogs and cats, and achieved a 53% adoption rate.
  • Made 8 felony arrests in the Special Crimes Unit.
  • Responded to 23 accidents, wrote 578 citations, recorded 33 offenses and made 70 arrests.
  • Repaired 16 water main ruptures.
  • Made 4 water taps.
  • Replaced 28 water meters.
  • Unstopped 36 sewer mains.
  • Repaired 15 sewer mains.
  • Washed 85,000 feet of sewer mains.
  • Flushed 35 dead end water mains.
  • Performed maintenance on several items at the water treatment plant and the wastewater treatment plant.
  • Treated 130 million gallons of potable water.
  • Checked out 3,091 books and 588 e-books from the library.

Fourth Quarter Run Away Provides Winning Margin for Lady Cats; District Title Game Friday Night

Entering the fourth quarter Tuesday night, it was still anybody’s game as the #14 ranked Lady Cats’ basketball team was facing Mount Pleasant on the road. The Lady Cats held on to a slim, 35-33 lead. Then the Lady Cats used a big fourth quarter to run away with a 59-41 win.

The Lady Cats outscored the Lady Tigers, 24-8 in the fourth quarter. The win gave the Lady Cats an 11-1 district record and kept them in a first place tie with Texas High who defeated Greenville on the road Tuesday night. The Lady Cats and Texas High will have a game Friday evening in Paris to determine the district champion and the district’s first seed in the playoffs. The Lady Cats are now 24-4 for the season.

Against Mount Pleasant Tuesday, Kaylee Jefferson led the Lady Cats with 22 points and Sadavia Porter added 17. Autumn Tanton had 8 points, Danielle Godbolt scored 6 points, Imani Taylor had 4 points and Tarayla Kelley scored 2 points. The Lady Cats shot the ball very well hitting 24 of their 43 shots for 56% from the field. The Lady Cats attempted only 3 three-pointers and they made none. The Lady Cats did shoot free throws pretty well making 11 of 16 for 69%. The Lady Cats grabbed 20 rebounds and Godbolt and Jefferson had 8 rebounds each. The Lady Cats had 7 deflections and 17 steals. They overcame 19 turnovers.

Wildcats Hold Slim Lead in District Race

After a heartfelt pregame speech from sophomore Godsgift Ezedinma, the #14 ranked Wildcats’ basketball team went out and defeated Mount Pleasant, 67-58 in a filled-to-overflowing Wildcats Gym Tuesday night.

G.G. talked about the team returning to a successful approach from earlier this season where they were more concerned with making defensive stops rather than worrying about how many points they were scoring. As a result, the Wildcats used defensive stops early to take a 14-6 lead after one quarter. The Wildcats never trailed after that. The win propelled the Wildcats back into first place by a half game.

The Wildcats are now 9-1 in district play while Mount Pleasant slips to 9-2. The Wildcats need wins at Greenville Friday and at home on senior night against Hallsville next Tuesday to wrap up a district championship and the district’s number one seed in the playoffs. The Wildcats improved their season record to 26-4.

6-foot-8 post player Victor Iwuakor led the Wildcats with 21 points against Mount Pleasant. Guard Keaston Willis scored 15 points including two three pointers. Ezedinma and Day Day Hall had 8 points each. Michael Jefferson and Bryson Lynn scored 7 points apiece. Dedric Godbolt had 1 point.

Zirretta Signs with Brookhaven College

Mileena Zirretta, a four year starter and prolific goal scorer for the Lady Cats’ soccer team, signed a letter of intent Tuesday (February 6) to play soccer at Brookhaven College in Farmers Branch near Dallas. Zirretta said she noticed that Brookhaven had a very good soccer program and she decided she wanted to go there. She said she expects to play right away as a forward. Zirretta said she visited the school and even participated in a workout at Brookhaven. She said she likes the coaching staff. Zirretta said a rival of Brookhaven is Richland College and she said she also considered them before selecting Brookhaven. She said she wants to take her basics at the Division 3 Junior College and then transfer to a four year school to study sports medicine. Robert Williams, an assistant coach at Brookhaven, attended the signing event Tuesday morning. He said he watched Zirretta play in a showcase in McKinney. Coach Williams called her a stud and said she convinced him that she was a player Brookhaven needed to sign. He said Brookhaven will be losing their top striker after this season. Coach Williams said Zirretta has all the attributes to become Brookhaven’s next top striker. He said he likes her physicality, her speed and the way she strikes the ball hard. Zirretta is joining a top notch program. Brookhaven is currently ranked #1 in the country. Coach Williams said last year the Lady Bears won their conference, their region and the national tournament in New York. Brookhaven’s head coach is Jimmy Elder. Coach Williams said Coach Elder found the program in bad shape three years ago but has dramatically turned things around. Zirretta’s high school coach Joel Bailey said Mileena has all the attributes of a finisher. He said she has speed, strength and technical ability. Coach Bailey said every district coaches’ game plan includes thoughts of the Lady Cats #13, Zirretta. He said she can make an immediate impact at the college level.

Deputies were dispatched to CR 3879 near Mineola, at approximately 4:18 p.m., in reference to shots fired. Deputies searched the area, but were unable to locate any activity.

Deputies were dispatched to CR 2370 near Alba, at approximately 5:18 p.m., in reference to a disturbance. Parties were separated for the night.

Deputies were dispatched to CR 4559 near Winnsboro, at approximately 5:51 p.m., in reference to a welfare check. Deputies located the individual and everything was OK.

Deputies were dispatched to CR 3650 near Hawkins, at approximately 6:16 p.m., in reference to a theft. Actors, or actors unknown, stole several items from the reporting parties building. This case has been forwarded to investigators.

Deputies were dispatched to CR 1885 near Yantis, at approximately 6:16 p.m., in reference to a disturbance where an assault occurred. This case has been forwarded to investigators.

Deputies were dispatched to HWY 80 near Hawkins, at approximately 8:47 p.m., in reference to suspicious circumstances. Deputies searched the area, but were unable to locate any suspicious activity.

Deputies spoke with the reporting party, at approximately 9:28 p.m., in reference to harassment that occurred on CR 1689 near Alba. Deputies gave the reporting party advice and cleared the incident.

January 25th

Deputies were dispatched to Main St. in Yantis, at approximately 6:40 a.m., in reference to an alarm. Deputies checked the building and it was secure.

Deputies were dispatched to FM 2088 near Winnsboro, at approximately 9:26 a.m., in reference to a dispute. Parties separated, prior to the deputies’ arrival.

Deputies spoke with the reporting party, at approximately 11:21 a.m., in reference to criminal mischief. Damage was done to the reporting party’s roof in an unknown manner.

Deputies were dispatched to CR 1885 near Yantis, at approximately 12:40p.m., in reference to a disturbance where criminal mischief occurred. Parties were separated for the night. This case has been forwarded to investigators.

Deputies were dispatched to CR 4420 near Winnsboro, at approximately 1:26 p.m., in reference to an illegal violation. Deputies searched the area, but were unable to locate any burning.

Deputies were dispatched to CR 1676 near Alba, at approximately 1:27 p.m., in reference to an illegal violation. Deputies locate the burning and everything was OK.

At 2:41 p.m., cows were reported out on FM 779 near Alba.

Deputies were dispatched to CR 2205 near Mineola, at approximately 3:48 p.m., in reference to criminal mischief. Actors, or actors unknown, damaged the reporting party’s gate latch. This case has been forwarded to investigators.

Deputies were dispatched to Cheyenne near Quitman, at approximately 5:54 p.m., in reference to shots fired. Deputies searched the area, but were unable to locate any activity.

Deputies were dispatched to CR 1681 near Alba, at approximately 5:58 p.m., in reference to suspicious circumstances. Deputies located the suspicious activity and everything was OK.

Deputies spoke with the reporting party, at approximately 7:54 p.m., in reference to harassment that occurred on CR 1689 near Alba. Deputies cleared the incident.

Deputies responded to a suspicious vehicle on FM 14 near Hawkins; at approximately 10:13 p.m. Deputies located the vehicle and everything was OK.

January 26th

At 9:28 a.m., cows were reported out on CR 4870 near Winnsboro.

Deputies spoke with the reporting party, at approximately 10:51 a.m., in reference to a theft that occurred on FM 2225 near Quitman. Deputies cleared the incident.

Deputies were dispatched to CR 2768 near Mineola, at approximately 12:02 p.m., in reference to criminal mischief. Deputies spoke with the parties involved and cleared the scene.

At 1:14 p.m., cows were reported out on CR 4878/CR 4870 near Winnsboro.

Deputies were dispatched to Main St. in Yantis, at approximately 3:17 p.m., in reference to a fraud. A known actor attempted to cash a fraudulent check and left the scene prior to deputies’ arrival.

Deputies were dispatched to FM 49 near Mineola, at approximately 5:04 p.m., in reference to shots fired. Deputies located the individuals and advised them to stop shooting.

Deputies were dispatched to CR 2267 near Mineola, at approximately 7:54 p.m., in reference to criminal mischief. Deputies spoke with the reporting party and cleared the scene.

January 27th

Deputies were dispatched to HWY 80 near Mineola, at approximately 11:55 a.m., in reference to a welfare check. Deputies located the individual and everything was OK.

Deputies were dispatched to FM 49 near Hawkins, at approximately 12:54 p.m., in reference to theft. A known actor stole the reporting party’s computer. Deputies located the actor and recovered the property. Curtae Singleton, 26, of Dallas, was arrested for Theft of Property and Evading Arrest/Detention with Vehicle.

Deputies were dispatched to FM 17 near Alba, at approximately 1:32 p.m., in reference to criminal trespass. Deputies located the individual and everything was OK.

Deputies were dispatched to CR 3860 near Hawkins, at approximately 8:26 a.m., in reference to criminal trespass. Actors, or actors unknown, were on the reporting party’s property without consent. Deputies were unable to locate any signs of forced entry or theft, but the security cameras were covered up. This case has been forwarded to investigators.

Deputies were dispatched to FM 515 near Alba, at approximately 11:05 a.m., in reference to suspicious circumstances. The parties involved left the scene, prior to the deputies’ arrival. Deputies checked the area and it was secure.

Deputies went out on an arrest/warrant service to HWY 154 near Quitman; at approximately 12:31 p.m. Casey Cadenhead, 29, of Quitman, was arrested for an outstanding warrant.

Deputies went out on an arrest/warrant service to FM 1801 near Mineola, at approximately 12:34 p.m. Jeffery Littrell, 26, of Mineola, was arrested for outstanding warrants.

At 5:54 p.m., cows were reported out on FM 14 near Hawkins.

Deputies were dispatched to Cheyenne near Quitman, at approximately 6:11 p.m., in reference to a welfare check. Deputies located the individual and everything was OK.

Deputies responded to a suspicious vehicle at Lake Holbrook; at approximately 7:10 p.m. Deputes located the vehicle and everything was OK.

At 9:13 p.m., horses were reported out on HWY 80 near Mineola.

At 11:36 p.m., cows were reported out on CR 2749 near Mineola.

Deputies responded to a suspicious person on HWY 154 near Quitman, at approximately 11:43 p.m. Deputies located the individual and everything was OK.

January 30th

Deputies were dispatched to Indian Gap near Quitman, at approximately 7:23 a.m., in reference to a disturbance where an assault occurred. This case has been forwarded to investigators.

Deputies responded to a suspicious vehicle on HWY 37 near Quitman; at approximately 7:40 a.m. Logan Elliot, 17, of Alba, was arrested for Possession of a Dangerous Drug.

Deputies were dispatched to CR 4530 near Winnsboro, at approximately 12:26 p.m., in reference to a welfare check. Deputies searched the area, but were unable to locate the individual.

Deputies spoke with the reporting party, at approximately 2:22 p.m., in reference to a theft that occurred on Hwy 11 near Winnsboro. Actors, or actors unknown, stole a round bailer from the reporting party’s property. This case has been forwarded to investigators.

Deputies were dispatched to Indian Gap near Quitman, at approximately 2:35 p.m., in reference to an alarm. Deputies checked the building and it was secure.

At 4:15 p.m., cows were reported out on CR 1540 near Alba.

Deputies were dispatched to the Hopkins County line, at approximately 6:34 p.m., in reference to a transport. Tina Boles, 39, of Sulphur Springs, was arrested for outstanding warrants.

Between the dates of January 24 and January 30, Wood County Sheriff’s Deputies responded to multiple agency assists that included Police Departments and Department of Public Safety.

Between the dates of January 24 and January 30, Wood County Sheriff’s Investigators filed 2 cases with the District Attorney, obtained 2 arrest warrants and arrested the individuals.

Total Jail Count – 135 inmates – 112 males and 23 females.

Miller Grove Remains Unbeaten

In Hopkins County basketball, the Miller Grove Hornets remained unbeaten in district play as Kobe Robertson hit a game winning basket at the buzzer to give the Hornets a 45-43 win over Saltillo Friday night (February 2). The Hornets trailed at the half 24-18 but rallied in the second half to win. For the Hornets, Luke Brignon scored 14, Andjelo Alcox 12, Treyton Andree 11, Robertson 6 and Albert Serrano 2. For the Lions, Trevor Moore had 19, Walker McGill 9, Matthew Gurley 7, Chris Boekhorst 4 and Levi Hoover and Lyle Bench had 2 points each. Miller Grove is 6-0 in district play and 20-13 for the season. Saltillo is 4-2 in district play and 18-15 for the season. Miller Grove plays Sulphur Bluff Tuesday night (February 6).

In girls play, the Saltillo Lady Lions defeated Miller Grove, 60-32 Friday night (February 2). Madison Simmons had 28 points. Jocelyn Ochoa had 12, Tori Mobley and Maddy Smith 6 points apiece, Shelby Matlock and Chandler Bain 3 points each and Jordan Sustaire 2 points. The Lady Lions are 7-0 in district play and 16-15 for the season. The Saltillo Lions and Lady Lions play at Roxton Tuesday evening (February 6).

One more note: in boys play, the North Hopkins Panthers defeated the Cumby Trojans, 43-30 Friday (February 2).

The weather proved to be the ultimate winner on this Tuesday soccer game day (February 6).

The scheduled Wildcats’ match at Marshall has been postponed due to weather concerns. Wildcats Soccer Coach Nicky Wiggins put out that news just before noon Tuesday. He said the game has been rescheduled as a varsity only game Wednesday evening at 6 p.m. in Marshall. The Wildcats will come into the district contest with an 0-1 record after their 3-0 loss at home to Pine Tree Friday night. The Mavericks are 1-0 in district play after a win over Texas High Friday.

Lady Cats Soccer Coach Joel Bailey also said the scheduled Lady Cats home match at Gerald Prim Stadium against Marshall has also been postponed due to weather concerns. That match has also been rescheduled for Wednesday at 6 p.m. in a varsity only game. The Lady Cats are 1-0 in district play after a 1-0 win at Pine Tree Friday. The Lady Mavs, 0-1 in district play, lost 10-0 at home last Friday to Texas High.

Game Day: Wildcat, Lady Cat Basketball Face Mt Pleasant

On this big Tuesday basketball game day (February 6), it’s Sulphur Springs versus rival Mount Pleasant with huge playoff implications.

The #14 ranked Wildcats‘ basketball team is at home as the Mount Pleasant Tigers come to town. Both teams are tied in the loss column with just one district loss. The Tigers have 9 district wins and the Wildcats 8. The Wildcats won at Mount Pleasant, 57-54 back on January 12. The Wildcats took a loss at Texas High, 76-67 on January 30. On Tuesday game day, there will be a freshman game at 5 p.m. followed by a JV game at 6:15 p.m. and the varsity game at 7:30 p.m. The Wildcats are 25-4 for the season. Mount Pleasant is 24-5 overall. Expect a packed house. We will bring you all the action of Wildcats and Mount Pleasant basketball live from Wildcats Gym beginning at 7:30 p.m. We will also videotape the game for replay at a later time on Channel 18 on Suddenlink Cable.

Meanwhile the #14 ranked Lady Cats‘ basketball game travels to Mount Pleasant for their final scheduled district game. The Lady Cats and Texas High are tied in the loss column with just one district loss apiece. The teams can finish no worse than second place. The Lady Cats defeated Mount Pleasant in Wildcats Gym, 68-33 back on January 12. Last year, the Lady Cats eked out a win at Mount Pleasant, 43-41. The Lady Cats are 10-1 in district play and 24-4 for the season. Texas High completes district play at Greenville. They are also 10-1 in district play. If the two teams, tie for first place, they will have a game to determine the district champ and the district’s #1 playoff seed Friday evening at Paris.

Lady Cats Soccer v.s. Marshall was rescheduled to Wednesday February 7th, 2018.  KSST will broadcast the game live, stating at 6pm.
