Paris District Weekly Road Report for March 9
Paris — Here’s aok at work planned in the district during the week of March 9, 2020. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues.
Motorists are advised to remain alert and pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.
Sherman Area (Fannin, Grayson Counties)

US 75, Grayson County: from FM 1417 to SH 91 (Texoma Parkway). Watch for nighttime lane closures on northbound and southbound US 75 between Center Street and FM 1417 as crews work on placing concrete traffic barrier. The southbound Travis Street connector ramp onto southbound US 75 was closed permanently. Traffic is being detoured onto the frontage road to Park Avenue. A reduced speed limit of 60 mph has been set for this construction project.
FM 1417, Grayson County: from US 82 to SH 56. Watch for daytime lane closures between US 82 and SH 56. Crews will be performing utility work as well as constructing a portion of the new Sand Creek bridge. A reduced speed limit of 45 mph has been set for this construction project.
FM 691, Grayson County: from FM 131/Loy Lake Road to US 75. Watch for traffic shifts as workers widen FM 691 to an ultimate five-lane roadway. The intersection of FM 691 with FM 131/Loy Lake Road has been converted to a four-way stop intersection and will become a signalized intersection at the conclusion of the construction project.
FM 121, Grayson County: from Jim Jones Road to FM 3356. This project is expected to begin on March 16 after utilities have been relocated. The ultimate roadway will be a five lane section at the conclusion of the project.
US 377, Grayson County: Willis Bridge at the Oklahoma State line. Watch for occasional lane closures on the existing bridge as workers pour concrete for the new bridge structure.
US 75 Ramp Reversal in Denison, Grayson County: on the southbound US 75 main lanes and frontage road between Spur 503 and FM 691. Watch for a lane closure on the southbound US 75 frontage road and the westbound Spur 503 ramp while construction crews work on rebuilding the southbound frontage road.
US 75 Slope Repair at Randell Lake Road, on the southbound US 75 frontage road between SH 91 and Randell Lake Road, Grayson County: on the southbound US 75 frontage road between SH 91 and Randell Lake Road. The southbound frontage road and Randell Lake exit ramp are closed due to a slope failure. Crews are working to lime treat the soils and place underdrains.
US 75 Full Depth concrete repair, Grayson County: crews will be working on US 75, weather permitting, each week from Sunday night thru Thursday night. Lane closures will be present during the nighttime only in order for crews to replace failed concrete. Lane closures begin at 7:30 p.m. and should be reopened to traffic by 6 a.m.
US 75 debris pickup, Grayson County: from Collin County line to Oklahoma State line. Watch for mobile lane closures as workers pick up debris from the roadway every Monday, Wednesday, and Friday during the daytime.
US 82 & US 69, Grayson County: from FM 131 to FM 1897 on US 82, and from SH 56 to US 75 on US 69. Watch for temporary daytime lane closures and shoulder closures as workers install safety treatments on fixed objects.
Greer Road, Grayson County: just south of FM 901 at Brushy Creek. Greer Road is closed at Brushy Creek in order to remove and build a new bridge. Traffic on Greer Road will need to use an alternate route, such as Sandusky Road, during construction.
Park Road 20, Grayson County: within Eisenhower State Park. Watch for daytime lane closures as maintenance crews work to blade level the roadway.
SH 56, Grayson County: between east FM 1417 and the Fannin County line. Watch for daytime lane closures as maintenance crews work to blade level the roadway.
FM 1753, Grayson and Fannin County: from FM 1897 to SH 78. Watch for temporary one-lane closures as workers rehab and widen the roadway.
FM 898, Fannin County: from the Grayson County line to SH 121. Watch for temporary one-lane closures as workers rehab and widen the roadway.
FM 2815, Fannin County: from FM 1629 to SH 11. Watch for temporary one-lane closures as workers rehab and widen the roadway.
FM 1743, Fannin County: from SH 56 to FM 1550. Watch for temporary one-lane closures as workers rehab and widen the roadway.
US 82, Fannin County: from SH 121 to the Lamar County Line. Watch for slow moving construction equipment as crews work on widening US 82 from a two lane roadway to a four lane divided section. Watch for a traffic shift near the SH 56 intersection in Honey Grove as crews work to build the new westbound lanes. Westbound traffic is being shifted to the eastbound side during this period.
County Road 3810, Fannin County: at Loring Creek. County Road 3810 is closed at Loring Creek while crews remove and build a new bridge. Traffic on CR 3810 will need to use an alternate route during construction.
FM 897, Fannin County: from US 82 to CR 2950 in Lannius. Watch for daytime lane closures as maintenance crews work on performing base repairs.
FM 1396, Fannin County: from US 82 to FM 2029. Watch for daytime lane closures as maintenance crews work on performing base repairs.
Sulphur Springs Area (Hopkins, Franklin Counties):

FM 1448, Franklin County: From Wood County Line to FM 115. Watch for lane closures and short traffic delays as crews install drainage structures.
IH 30, Hopkins & Franklin Counties: From Titus County Line to Hunt County Line. Watch for lane closures and short traffic delays as crews upgrade Metal Beam Guard Fence.
FM 900, Hopkins County: IH 30 to Franklin County Line. Watch for lane closures and short traffic delays as crews install drainage structures.
Paris Area (Delta, Lamar, Red River Counties)

US 82, Red River County: from FM 1159 to Bowie County Line. Watch for temporary lane closures and traffic shifts while crews extend cross structures and widen pavement to install passing lanes.
US 82, Lamar County: from BU 82H to Red River County Line. An overnight lane closure just west of FM 1508 in order to upgrade rail will be in place. Watch for daytime shoulder and lane closures while crews upgrade metal beam guard fence at other locations throughout project limits.
US 82, Red River County: from Lamar County Line to SH 37. Watch for temporary shoulder and lane closures while crews upgrade metal beam guard fence.
US 271, Lamar County: from FM 1499 to Oklahoma State Line. Watch for temporary shoulder and lane closures while crews upgrade metal beam guard fence.
SH 37 safety upgrades, Red River County: from the Texas-Oklahoma state line south to the Red River-Franklin County line. Watch for work zones as workers upgrade metal-beam guard fence, replace or extend new structures and install safety end treatments.
Greenville Area (Hunt, Rains Counties)

SH 66, Hunt County: from near FM 6 to near FM 2642. A project consisting of widening pavement, installing continuous left-turn lanes, and safety-treating fixed objects is underway. Please be aware of lane closures and workers in this area. Weather permitting, they will resume work on the last box culvert extension, and widening County Roads 2666 and 2664.
SH 276, Hunt County: at Bull Creek, rip-rap repair project. The contractor is working on replacing concrete rip-rap that has failed along SH 276. The contractor will do partial lane closures intermittently. Please be careful when traveling in the area.
SPUR 264, Hunt County: in Quinlan. Sidewalk improvement project. Contractor is currently forming up and pouring sidewalks. Please be careful when traveling in the area and watch out for workers.
FM36, Hunt County maintenance crews are working on overlaying both lanes. Please be careful when driving in the area.
Debris and litter operations will be ongoing throughout multiple parts of the county. Please be careful when traveling, and watch out for workers.

Wildcats are 5th and Lady Cats are 2nd at Royse City Track Meet Thursday Night
The Lady Cats Track Team placed second and the Wildcats fifth at a Royse City meet Thursday night. Eight teams competed. Wildcats Coach Matt Young said the talented field besides host Royse City included other good track programs like Garland Lakeview Centtenial, who won the meet, along with Ennis. He said some solid performances occurred. Lady Cats Coach Ross Hicks said the Lady Cats also faced two district foes, Royse City and Greenville along with other strong teams from Class 4A to 6A.
For the Wildcats, Coach Young said Ryan Hammons took second in the shot put with a throw in the high 46 feet range while Raydon McCormack was fourth. He said Weston Fields did a good job in the high jump. Jose Mejia finished fifth in the 3200-meter run. Coach Young said the Wildcats 4×100-meter relay dropped their time .4 seconds. The team is made up of Fields, Kaden Wallace, Bryson Lacy and Caden Eaton. Nabian Ramirez took second in the 800-meter run with a time 1:59. Coach Young noted he ran a 2:00 flat time at district last year. He said the Wildcats 4×200-meter relay took fifth and dropped their time.2 seconds to 1:33. That relay team consists of Ricardo Torres, Ramirez, Lacy and Fields. Torres was second in the 400-meter race with a time of 51 seconds. Coach Young says Torres seems to be improving a second a week. Fields was timed at under 23 second in the 200-meter dash but Coach Young said there were some timing issues during the meet. He said Fields and Lacy both had faster times in the race than they did in the prior meet. In the 1600-meter run, Jose Mejia was fifth and Christian Palomino sixth. The Wildcats 4×400-meter relay team of Torres, Ramirez, Kyle Snell and Palomino placed third
For the Lady Cats, Coach Hicks said the Lady Cats second place finish occurred even without fielding a 4×100-meter relay team. In the 100-meter dash, Bre’Asia Ivery was first with a time of 12.4 seconds and Myssiah Dugan was third at 12.6 seconds. In the 800-meter run, Lainey Hurst ran a time of 2:33 and later ran a personal best time finishing fifth in the 1600-meter run. Sydney Washburn was fourth in both the 1600-meter run and 3200-meter run. After playing two softball games, Nylah Lindley got a fifth place finish in the 300-meter hurdles with a time of 53.06. The Lady Cats 4×200-meter relay team of Aliyah Abron, Dugan, Ivery and Justice Jones finished fourth at 1:51 despite having some hand off issues. The Lady Cats 4×400-meter relay team including Abron, Dalanee Myles and Sierra Vescovo was third with a time of 4:53. In the long jump, Ivery was second and Dugan fifth. Jaden Holly scored points in the discus. Brooklyn Burnside, triple jumping for the first time, got sixth place. Myles was third in the high jump. Claire Bybee won the pole vault going 10-feet.
Both the Wildcats and Lady Cats will compete at a Mount Pleasant meet on Thursday during Spring Break.

Sable Erdmier Qualifies as First Sulphur Springs’ Girl to Go to State Powerlifting Meet at Regional Meet Thursday
Two Lady Cats’ pioneers in the sport of powerlifting competed at the Girls Regional Meet Thursday in Pine Tree. Addy Lamb, the first SSHS female powerlifter last year, and Sable Erdmier, who soon joined Addy last year, both qualified for the regional meet this year.
Erdmier, a senior, lifting in the 165-pound class, finished second sending her to the Girls State Meet March 21 in Waco. She becomes the first Sulphur Springs girl lifter to go to State. Erdmier came into the Regional Meet ranked #2 in the region. Sulphur Springs Powerlifting Coach Casey Jeter said competition is fierce in the 165-pound class and three girls, instead of the usual two, qualified for State. Thursday Erdmier set a personal record in the squat with a 340 pound lift. She just missed in an attempt to match the state record in squat at 370 pounds. Erdmier had a 135 pound bench press. She was almost successful trying a 145 pound lift. Erdmier did a 350 pound dead lift.
Lamb, in the 132 pound weight class, came in ranked sixth in the region. She ended up tied for fourth but was dropped to fifth because she weighed one pound more than the other fourth place finisher. Lamb, a sophomore, set a personal record in squat with a lift of 270 pounds. She bench pressed 95 pounds and dead lifted 255 pounds to jump into the fourth place tie.

Busy Pre-Spring Break Friday Game Day Has Baseball, Softball, Soccer and Tennis
Baseball, Softball, Soccer and Tennis are on the schedule on this game day Friday (March 6).
The Wildcats Baseball Team continues play in the 2020 Raider Classic at Wylie East High School. A Wildcats game against North Forney began at 12:30 p.m. If the Wildcats win, they would earn a rematch with Frisco Liberty. The two teams ended up in a 0-0 tie after 7 innings on Thursday. The Wylie East tournament continues on Saturday. The Wildcats enter play Friday with a 5-2-1 record.
The Lady Cats Softball Team is in day-two of the three-day Wylie Softball Tournament on this Friday game day. Thursday the Lady Cats won 13-4 over McKinney Boyd and lost a slug fest to Allen 10-7. Friday the Lady Cats take on Burleson Centennial. That game started at 1 p.m. The Lady Cats also face Mesquite Horn at 3 p.m. The Wylie tournament continues on Saturday.
Both the Wildcats and Lady Cats Soccer Teams play Mount Pleasant on game day Friday.
The Wildcats are at Mount Pleasant. They are the top two teams in the district standings. Mount Pleasant took a 1-0 win at Prim Stadium with a late regulation goal back on February 18. The Wildcats have a 6-1 district record and they are 12-5-5 for the season.
The Lady Cats Soccer Team takes on Mount Pleasant at Prim Stadium Friday. There will be a JV game at 5:30 p.m. The varsity plays at 7:15 p.m. In the first half of district play, Mount Pleasant won at home over the Lady Cats, 3-1. The Lady Cats are 5-2 in district play and 9-8-1 for the season. KSST Radio will bring you Lady Cats Soccer versus Mount Pleasant beginning at around 7:15 p.m. The game will also be videotaped for replay at a later date on Channel 18 on Suddenlink Cable.
The Wildcats Tennis Team is also playing on this game day Friday. The Wildcats are in a tournament at Pleasant Grove that started at 8 a.m. Friday.

3 Jailed On Felony Warrants
At least three people were booked into Hopkins County jail Thursday on felony warrants, according to jail and sheriff’s reports.

Kevin Lee Gant, 44, of Hallsville turned himself in at Hopkins County Sheriff’s Office at 7:35 a.m. March 5 for bond forfeiture on charge of third or more driving while intoxicated offense. He was escorted into the jail by HCSO Deputy Dan Turrentine and booked on the charge, according to jail reports.
He remained in Hopkins County jail Friday, March 6. Bond was set at $20,000 according to jail reports.

Jeffrey Dewayne Moore, 42, of Sulphur Springs was reportedly contacted in the driveway of his residence by Sulphur Springs Police Officer Chad Norris at 8 p.m. March 5.
Norris took Moore into custody on a warrant for assault of a family member or household member that impeded breathing, according to arrest reports. The offense, Norris noted in arrest reports, was alleged to have occurred on Feb. 29.
Moore’s remained in Hopkins County jail Friday; bond on the felony charge was set at $25,000, according to jail reports.

Daven Christopher Stewart, 36, of Forrest City, Arkansas turned himself in at the sheriff’s office at 5:25 p.m. March 5. HCSO Deputy Chris Baumann escorted him into the county jail, where he began serving a 60 day commitment for a a possession of 4 ounces or more but less than 5 pounds of marijuana charge, according to arrest reports.
Stewart was originally arrested in Hopkins County for the felony marijuana offense on March 6, 2010 and remained in Hopkins County jail until his release March 12, 2010, on a $5,000 bond, according to jail reports.
Sulphur Springs Senior Citizens Center Will Hold Their Spring Fling Event March 13
Save the date, the Sulphur Springs Senior Citizens Center will hold their “Spring Fling” event Friday, March 13th, 2020.

The Sulphur Springs Senior Citizens Activity Center is located in the heart of Sulphur Springs, Texas. The City of Sulphur Springs has provided a place senior adults age 50 and over can go to for fun and fellowship. The Center offers a variety of activities for seniors citizens Monday-Friday from 8 a.m. to 4 p.m. The Activity Center can be found at 301 Oak Ave in Sulphur Springs.
TDI: BCBSTX To Repay Consumers For Out-Of-Network ER Claims
Texas Department of Insurance on March 6, 2020, reported that Blue Cross Blue Shield of Texas ha been ordered to pay an administrative penalty of $10 million and agreed to repay consumers for alleged delays in handling out-of-network emergency claims and incorrect information in consumer notices and marketing materials.

“Consumers who had higher out-of-pocket costs due to the errors will get refunds,” said Texas Insurance Commissioner Kent Sullivan. “Ensuring the fair treatment of consumers and clear, timely consumer information are priorities for TDI.”
TDI reported a review of BCBSTX communications and how it processed out-of-network emergency claims revealed:
- Incorrect information about how to resolve balance bills on explanations of benefits for many HMO members who received out-of-network emergency care.
- Delays in processing out-of-network claims that went through an Emergency Benefit Management review process the company began using in August 2018.
- Errors in marketing materials about plans offered in 2018 and 2019.
BCBSTX also, according to the Texas Commission of Insurance order marked March 6, 2020, and posted by TDI, agreed to begin sending the consumer notices by May 1, 2020
Those potentially eligible for a refund include current and former BCBSTX members in fully insured HMO plans, including Affordable Care Act plans, who received out-of-network emergency care between August 1, 2017, and December 31, 2019; and who paid or have an unresolved balance bill for that care, according to TDI.
Eligible BCBSTX members eligible individuals will be required to provide proof they paid the bill or have an outstanding bill for out-of-network emergency care received between August 1, 2017, and December 31, 2019 in order to receive a refund. Proof of payment may include credit card receipt or statement, canceled check, receipt from the medical provider or a similar document, TDI reported.

A Model of Style: Fashion Show at Charleston Sky
Marlene’s Sass and Class Boutique played host to the first-ever Spring Style Show inside the beautiful new venue at Charleston Sky on March 2, 1010.

More than a dozen models showed fashions for all occasions from Marlene’s Spring collection. Bright colors, cute hats and statement shoes and boots were on display with daytime, evening and special occasion styles. Models were of all ages and sizes, because today’s younger and older women alike demand the right clothing to look and feel their best, at every age!

Short daytime dresses, cute rompers and shorts, wide-leg pants and of course jeans were popular looks for the younger set. Fabrics were lightweight and breathable, selected for comfort in Texas summer temperatures. Boots continue to hold a place in fashion, and Marlene’s Sass and Class Boutique specializes in several brand of fashion boots.

Miss Ft Worth, Alex Andrews, served as a model as well as part of the musical entertainment. Marlene got to know Alex when she stopped in the shop downtown one day to buy a pair of cowboy boots. Although her week was busy with the Miss America Pageant, Alex gladly took the time to appear at the fashion event at Charleston Sky as a favor to Marlene.


Marlene’s staff was also on hand to greet guests and assist with selection at the in-house Boutique. Racks of dresses, tops, jeans and skirts were there for browsing, trying on and purchasing. Kendra Scott and Consuela Jewelry lines were displayed as well as shoes and handbags from Marlene’s shop. Guests could enjoy the extensive cheese board with a variety of fruits and petit fours as well as a complimentary wine bar. A generous number of door prizes were awarded between segments of fun fashion modeling!
