Hopkins County Grand Jury Indicts 69 in January
January 25, 2019 – A Hopkins County Grand Jury handed up 69 indictments in January, 2019. Those indicted who have been arrested include:
Daniel Lee Baxter was indicted for Injury Child/Elderly Disable with Intent Bodily Injury
Janie Lynn Perez was indicted for Improper Relationship Between Educator/Student . In a press release from the office of North Hopkins ISD Superintendent Darin Jolly the district announced that a now former employee has been arrested for “communicating with a student through electronic media in violation of NHISD policies and regulations. The district instituted an investigation with both Child Protective Services and the Hopkins County Sheriff’s office into allegations regarding Perez, age 30. Perez was arrested for Improper Relationship between Educator and Student.
Tom Coy Childress was indicted for Assault Family/House member Impede Breath/Circulation. Sulphur Springs Police Officers were called to an apartment on Helm Lane Wednesday morning around 2 a.m. in reference to an individual trying to kick in a door. When officers arrived, they heard a female making loud noise as though in pain and a male yelling. Visible injuries on the female and telling officers that the male was beating her led to the arrest of Tom Coy Childress, 33, who lived at the address.
Joshua Terry Ford was indicted for Abandon Endanger Child Criminal Negligence.
Mackenzie Laine Fyke was indicted for Abandon Endanger Child Criminal Negligence.
Michaelea Diane Moss was indicted for Abandon Endanger Child Criminal Negligence.
Melanie Dawn Skeen was indicted for Aggravated Assault with Deadly Weapon. Sulphur Springs Police were called to an address on Spence Street where Randall Roberts told him that Melanie Dawn Skeen, 38, had “…hit him in the head with a hammer…” according to the report. The responding officer was told that the incident had cause pain and saw a visible injury. The injury, a red knot forming on the left side of Reynolds, caused the officer to believe the incident warranted the arrest of Skeen for Aggravated Assault with Deadly Weapon Family Member.
Christopher James Bramblet was indicted for Aggravated Assault with Deadly Weapon.
James Andrew Keahey was indicted for Sex Offenders Duty to Registers Life/Annually.
Armando Resendiz Hernandez was indicted for Accident Involving Serious Bodily Injury. Armando Resendiz Hernandez, 33, of Sulphur Springs, fled the scene of a major accident with serious injuries at the corner of Jackson and Fuller Streets. He failed to stop and render aid to individuals involved in the accident. He was located at his residence and admitted to operating his vehicle in the accident. The arresting Sulphur Springs Police officer could smell the odor of alcoholic beverage emitting from Hernandez. At the Hopkins County Jail, a DPS trooper assisted in conducting the investigation due to language barrier.
Robert Christopher Wolf, Jr. was indicted for Robbery.
Olegario Cantu Arizmendez was indicted for Burglary of a Building.
Kristi Lynn Hooten was indicted for Theft of Property more than $2,500 but less than $30,000. At 6:41 a.m. Wednesday, November 08, 2017, Kristi Lynn Hooten, 40, of Sulphur Springs, was arrested for theft of property. Her arrest followed a lengthy investigation by the Hopkins County Sheriff’s Office. Hooten, an insurance agent who operated Connect Insurance Agency, 101 Bill Bradford Road, was selling insurance, creating fake auto insurance cards but is not providing the auto insurance coverage. She had been keeping the insurance premiums for herself. According to Investigator Wade Sheets with the Hopkins County Sheriff’s office, a local resident needed to file an insurance claim and after being “given the run around”, reported the lack of success to the Sheriff’s office. It was found that Hooten used legitimate companies and policy numbers that looked normal to scam customers. Sheets said the insurance cards looked like a typical auto insurance card. He noted that if the fake insurance card was to be verified by law enforcement during a traffic stop, it would have returned “verify manually” which would tell the officer it was not on file with the state. However, the officer would verify by a look at the insurance card and it would have been accepted due to the “perfect copy” of a typical card.
Guido Enrique Capello was indicted for Money Laundering more than $150,000 but less than $300,000.
Tatiana Sheila Capello was indicted for Money Laundering more than $150,000 but less than $300,000. An aftermarket compartment that ran the full length of a Nissan Rouge SUV was found following a traffic stop by Hopkins County Deputy Zach Poindexter contained $229,000 in five large vacuum sealed bags. Guido Enrique Capello, 23, of Pasadena (picture not available), and passenger Tatiana S. Capello, 29, of Pasadena, were arrested and charged with Money Laundering more than $150,000 but less than $300,000. Sulphur Springs Police assisted in the arrest. Capello was stopped for disregarding an official traffic control device. A consent to search the vehicle led to finding the aftermarket compartment. At the jail sally-port, the compartment was found to run the full length of the vehicle and the U S Currency was found.

Paris District Road Report for Week Beginning January 28, 2019
Paris — Here’s a look at work planned in the district during the week of Jan. 28, 2019. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues. Motorists are advised to remain alert and pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.
Sulphur Springs Area (Hopkins, Franklin Counties):
SH 37, Franklin County: From Mt. Vernon to Winnsboro. Watch for lane closures and short traffic delays as crews perform surfacing operations; flaggers will direct traffic.
Paris Area (Delta, Lamar, Red River Counties):
US 271 pavement repair, Lamar and Red River Counties: from Loop 286 in Paris southeastward to SH 37. Watch for temporary lane and/or shoulder closures as metal beam guard fence replacement continues.
FM 197, Lamar County: Watch for temporary lane closures as workers widen and reconstruct existing pavement and upgrade drainage structures.
US 271 safety upgrades, Red River County: from FM 410 to the Red River-Titus County line. Watch for temporary lane and shoulder closures as workers upgrade metal guard fence and bridge rails, and extend and safety-treat drainage structures.
SH 37 safety upgrades, Red River County: from the Texas-Oklahoma state line south to the Red River-Franklin County line. Watch for work zones as workers upgrade metal-beam guard fence, replace or extend new structures and install safety end treatments.
FM 2648 widening, Lamar County: Watch for temporary, one-lane daytime closures as workers widen and rehabilitate the roadway, and safety treat cross drainage structures.
SH 24 expansion, Delta County: from Cooper, Texas, southwestward towards Commerce. Watch for work zones and drive safely through construction areas while this roadway is being widened and improved. The inside southbound lane remains closed.
Greenville Area (Hunt, Rains Counties)
FM751 and SH276 performing mill and inlay operations. Please be cautious of workers and equipment in the area.
SH 66 and FM 36, Hunt County: the new traffic lights at this intersection are flashing red, please be careful when crossing this intersection. The signal lights will be programmed for red-yellow-green operations after the railroad installs all necessary components for signal pre-emption at this intersection, to keep traffic stopped at the light off the railroad tracks.
FM 2642 bridge/underpass project at I-30, Hunt County: from FM 1565 westward to the Hunt-Rockwall County line. Watch for work zones and traffic shifts while workers construct a new underpass/bridge to route FM 2642 across I-30. Temporary traffic signals are in place at FM 2453 and FM 35 to aid detoured traffic.
SH 19 pavement project, Rains County: from US 69 and SH 19 south to the Van Zandt County line. Watch for narrow traffic lanes. Crews are performing paving operations on the northbound lanes. Be cautious when driving across intersecting streets.
ADA ramp construction, Hunt County: SH 11 in Commerce. Watch for workers installing ramps, sidewalks, steps, curb ramps, handrails, pedestrian push buttons and other pedestrian elements to aid the mobility of disabled citizens.
US 69, Hunt County: from O’Neal St. in Greenville to the intersection of US 69 and US 380. Work on this paving project is finishing up. Drivers should watch for crews planting vegetation and performing some work the road shoulders.
SH 34 and FM 816, Hunt County: from SH 276 south to the Hunt-Kaufman County line on SH 34, and from SH 34 to the Hunt-Fannin County line on FM 816. Watch for temporary lane closures as workers install safety treatments on fixed objects.
Sherman Area (Fannin, Grayson Counties)
FM 691, Grayson County: from FM 131/Loy Lake Rd. to US 75. Watch for temporary one-lane closures as workers begin construction on widening FM 691 to an ultimate 5 lane roadway. The intersection of FM 691 with FM 131/Loy Lake Road will be temporarily converted to a four way stop at the beginning of the project and will become a signalized intersection at the conclusion of construction.
FM 1417, Grayson County: from FM 691 to US 82. Watch for traffic shifts and slow moving vehicles as workers widen the roadway from FM 691 to US 82.
US 75 Ramp Reversal in Denison, Grayson County: on the southbound US 75 main lanes and frontage road between FM 120 and Crawford Street. Watch for shoulder closures and lane shifts as workers work on constructing the retaining walls and new on ramp for this project. The southbound US 75 exit ramp for Crawford Street is closed and traffic wishing to use this exit should use the FM 120 (Morton Street) exit.
US 75 Ramp Reversal in Sherman, Grayson County: on the northbound US 75 main lanes and frontage road between Choctaw Creek and FM 1417. Watch for shoulder closures and lane shifts on the main lanes and a left lane closure on the frontage road as workers work on constructing the new exit ramp and entrance ramp. The existing ramps will remain open during construction of the new ramps.
US 75 Full Depth concrete repair, Grayson County: crews will be working on US 75 weather permitting each week from Sunday night thru Thursday night. Lane closures will be present during the nighttime only in order for crews to replace failed concrete locations. Lane closures begin at 7:30 pm and all lanes should be reopened by 6:00 am.
US 75 debris pickup, Grayson County: from Collin County line to Oklahoma State line. Watch for mobile operations as workers pick up debris from the roadway every Monday, Wednesday, and Friday during the day-time.
SH 11, Grayson and Fannin County: from US 69 to SH 121. Watch for traffic shifts and occasional one-lane closures as workers rehab and widen the roadway.
ADA Curb Ramp project, Grayson and Fannin County: various locations. Watch for shoulder closures and occasional lane closures as crews work in Honey Grove to install new sidewalks and curb ramps along SH 56 and FM 100. Crews are also working in Bonham on Loop 205 and SH 78 installing sidewalks and curb ramps.
US 82, Fannin County: from SH 121 to the Lamar County Line. Watch for slow moving construction equipment as crews work on widening US 82 from a two lane roadway to a four lane divided section. Watch for lane closures on SH 78 and SH 121 as crews work to construct the new westbound US 82 bridge overpasses. Crews plan to install bridge beams at the US 82 and SH 78 intersection the night of February 4th weather permitting. SH 78 will be closed to through traffic during this operation that is scheduled to begin at 9:00 pm on February 4th and be opened back to traffic by 6:00 am on February 5th.
FM 1752, Fannin County: from US 82 to FM 898. Watch for temporary one-lane closures as workers rehab and widen the roadway.
FM 816 & Recreation Road 3, Fannin County: from Fannin-Hunt County line to SH 78 on FM 816, and from FM 273 eastward for two miles on Rec. Road 3 south of Lake Bonham. Watch for temporary lane closures as workers install safety treatments on fixed objects.
CR 4526 at Tributary to Bois D’arc Creek and CR 2275 at Coffee Mill Creek, Fannin County: CR 4131 at Cooper Creek is completed as crews have on replaced the bridge and reopened the roadway to traffic. Crews plan to move to CR 2275 at Coffee Mill Creek to close the roadway to work on replacing the bridge at this location.
Game Day: Wildcat Soccer Hosts Pleasant Grove at Prim Stadium
The Wildcats’ soccer team will return to the friendly confines of Gerald Prim Stadium for a non-district game on this Friday game day (January 25). The Wildcats will be taking on Pleasant Grove. There will be a JV match beginning at 5:30 p.m. with the Varsity game to follow at around 7 p.m. The Wildcats are 3-5-1 for the season. They won their last game Tuesday night in the rain and the cold, 1-0 at Pittsburg.
Wildcats Soccer Coach Alexi Upton said he does not know much about Pleasant Grove. He said they have only played two or three games this season. Coach Upton said that may be due to the fact that Pleasant Grove’s football team went very deep into the football playoffs. They played no tournaments. Coach Upton said the Wildcats would have to go out and play to the best of their ability. He wants them to keep their winning streak going.
Game Day: Wildcats, Lady Cats Host Lindale
The Wildcats’ basketball team wraps up the first half of district play against Lindale Friday night (January 25) at 7:30 p.m. in the Main Gym on the campus of Sulphur Springs High School. In the Main Gym, action begins at 5 p.m. as the Wildcats JV takes on the Eagles JV. Then the Lady Cats Varsity plays the Lady Eagles Varsity at 6:15 p.m. with the Wildcats Varsity game to follow.
The Wildcats, ranked #5 in Class 5A, come in with a district mark of 4-0. Their season record is 18-8. They have won their last two district games by two points and one point. The Wildcats are expected to play without their top two scorers. Keaston Willis has a small fracture in his right ankle and Sadaidriene Day Day Hall is in a concussion protocol. The Lindale Eagles are tied for third place in the district with a 2-2 district record and they are 20-6 for the season.
Wildcats Basketball Coach Clark Cipoletta noted that Lindale defeated Royse City by 20 points and played Texas High a good game. The Eagles also defeated Greenville and lost a close game to Mount Pleasant. Coach Cipoletta called the Eagles really solid, well coached and a fundamental team. He said they play well at both ends of the floor, take good shots and run a lot of sets. They have a 7-foot-1 post player. Coach Cipoletta said the Eagles have spacing and shooting and make up for not being the most athletic of teams by playing hard. Concerning having to play without Willis and Hall, Coach Cipoletta said his guys will have to step up and rise to the occasion.
The Lady Cats’ basketball team will be looking to end a two game district losing streak Friday evening as they play Lindale in the Main Gym at Sulphur Springs High School at around 6:15 p.m. The Lady Cats come into the contest in third place in the district standings with a 3-3 record. Their season mark is 21-6. The Lady Eagles are 1-5 in district play. The Lady Cats will be going for a sweep of the Lady Eagles in district play. The Lady Cats won at Lindale, 57-35 back on January 8. In that game Sadavia Porter had 19 points and Danielle Godbolt added 15 points.
In the SSHS Auxiliary Gym Friday, the Lady Cats JV will play the Lady Eagles JV and the Wildcats Freshmen Team plays the Lindale Freshmen Team with games starting at 5 p.m.

Hopkins County Interdiction Arrests Two
PJC Receives Clean Audit Report; Approve Sport and Recreation Management Degree; Enrollment Increases
Paris Junior College and the PJC Memorial Foundation received a clean audit report at the January PJC Board of Regents meeting on Monday.
“We have a clean opinion,” said Andy Reich of McClanahan Holmes as he presented results of the 2017-2018 audit to the regents. He explained that there was a clean opinion on the federal and state funding audits as well, “there are no findings.”
The regents also approved an Associate of Science in Sport and Recreation Management and a Public Health option on the Associate of Science in Kinesiology which will facilitate transfer to Texas A&M University – Commerce.
“Texas A&M University – Commerce has a Sport and Recreation Management degree,” said PJC President Dr. Pam Anglin. “They asked that we have the first two years so students can have seamless transfer to their program. We have quite a few students who want this degree; they want to be sports agents, personal trainers, athletic directors, or manage recreational centers.”
The Public Health option with a one-course difference to the kinesiology degree will allow transfer to TAMU-C for their public health bachelor’s degree and when completed, students may go advance straight into their master’s program in public health.
The Board of Regents received a preliminary enrollment report showing an enrollment of 4,433 students, up from 4,294 at this time last year. There are many more still waiting for processing issues to be resolved; a final enrollment number will be presented at the February meeting.
Regents also heard the latest data from the annual Integrated Postsecondary Education Data System report which compares PJC to 22 other medium size Texas colleges. PJC’s graduation rate is 32 percent versus 21 percent at peer colleges, 78 percent of students are on financial aid versus 68 percent of students, 61 percent are on Pell compared to 52 percent, and PJC spends less in nearly all categories than peers.
In other business, the Regents:
• Received an updated presentation from Stantec on Student Center renovations including window replacement. The Board voted to move forward with bids for the project.
• Accepted the Texas Association of School Board’s Local Policy Update 35 to the governing policies of the college.

January 16th
Deputies were dispatched to HWY 154 near Quitman, at approximately 1:37 a.m., in reference to an alarm. Deputies checked the building and it was secure.
Deputies responded to a suspicious vehicle on HWY 80 near Hawkins; at approximately 1:52 a.m. Deputies located the vehicle and everything was OK.
Deputies were dispatched to CR 2310 near Mineola, at approximately 9:10 a.m., in reference to an assault that occurred. This case has been forwarded to investigators.
Deputies were dispatched to FM 779 near Alba, at approximately 9:18 a.m., in reference to an abandoned vehicle. Deputies spoke with the owner of the property and the vehicle was removed.
Deputies spoke with the reporting party, at approximately 1:16 p.m., in reference to an unauthorized use of a motor vehicle on CR 2281 near Mineola. A known actor took the reporting party’s vehicle without consent.
Deputies were dispatched to FM 2225 near Quitman, at approximately 3:34 p.m., in reference to criminal mischief. Actors, or actors unknown, damaged the reporting party’s property.
At 5:02 p.m., horses were reported out on CR 4890 near Winnsboro.
Deputies were dispatched to FM 2659 near Hawkins, at approximately 8:12 p.m., in reference to an inquest. A female, 84, was found deceased in her residence. The Justice of the Peace arrived and no autopsy was ordered.
Deputies were dispatched to HWY 154 near Yantis, at approximately 8:40 p.m., in reference to a reckless driver. Deputies searched the area, but were unable to locate the vehicle.
January 17th
Deputies were dispatched to CR 4790 near Winnsboro, at approximately 12:02 a.m., in reference to a reckless driver. Deputies located the wrecked vehicle and this incident was forwarded to the Department of Public Services.
Deputies conducted a traffic stop on CR 1726 near Yantis; at approximately 12:14 a.m. Jody Luscomb, 52, of Yantis, was arrested for outstanding warrants.
Deputies responded to a suspicious vehicle on Lake Holbrook point; at approximately 1:22 a.m. Deputies located the vehicle and everything was OK.
Deputies were dispatched to CR 3482 near Hawkins, at approximately 2:07 a.m., in reference to suspicious circumstances. Deputies searched the area, but were unable to locate any suspicious activity.
Deputies spoke with the reporting party, at approximately 2:18 a.m., in reference to an unauthorized use of a motor vehicle on HWY 154 near Quitman. This case has been forwarded to investigators.
Deputies were dispatched to HWY 154 near Yantis, at approximately 4:30 a.m., in reference to an assault that occurred. Lane Ogle, 20, of Yantis, was arrested for Criminal Mischief and Assault Causes Bodily Injury Family Violence.

January 18th
Deputies responded to a suspicious person on Choctaw near Quitman; at approximately 3:43 a.m. Deputies searched the area, but were unable to locate the individual.
Deputies were dispatched to CR 2954 near Alba, at approximately 7:06 a.m., in reference to a welfare check. Deputies located the individual and everything was OK.
Deputies spoke with the reporting party, at approximately 8:44 a.m., in reference to a scam that occurred on CR 2460 near Mineola. Deputies gave the reporting party advice and cleared the incident.
At 9:14 a.m., cows were reported out on CR 3230 near Quitman.
Deputies were dispatched to Alba Golden School, at approximately 10:20 a.m., in reference to an alarm. Deputies checked the building and it was secure.
Deputies were dispatched to CR 2198 near Mineola, at approximately 10:39 a.m., in reference to a welfare check. Deputies located the individual and everything was OK.

Deputies were dispatched to CR 3226 near Quitman, at approximately 12:42 p.m., in reference to a dispute. Deputies spoke with all parties involved and cleared the incident.
Deputies were dispatched to CR 4495 near Winnsboro, at approximately 1:03 p.m., in reference to criminal trespass. Carrie Finney, 44, of Winnsboro, was arrested for Criminal Trespass.
Deputies spoke with the reporting party, at approximately 8:10 p.m., in reference to terroristic threat that occurred on FM 14 near Hawkins. Deputies searched the area, but were unable to locate the individual.
Between the dates of January 16 and January 22, Wood County Sheriff’s Deputies responded to multiple agency assists that included the following: Hopkins County Sheriff’s Office and Emergency Medical Services.
Between the dates of January 16 and January 22, Wood County Sheriff’s Investigators obtained 1 arrested warrant and arrested the individual.
