*UPDATE* Another Arrest in November ATV Theft at Nor-Tex Tractor; As Many As 21 Potential Arrests To Come

Ricardo Saldivar, 34, Combine, TX
Yet another arrest has been made in connection with an organized crime ring that surfaced in Hopkins County last November. Ricardo Saldivar, 34, of Combine, Texas was arrested Wednesday on a warrant for engaging in organized criminal activity. He is now the fifth individual arrested in the case. Investigator Tony Hurley and Sulphur Springs Police Department Detective Rusty Stillwagoner arrested Saldivar in Seagoville, Texas and took him to the Seagoville Police Department where he was arraigned. Hurley and Stillwagoner then transported Saldivar to the Hopkins County Jail where bond was set at $100,000.
Sulphur Springs Police and the Hopkins County Sheriff’s office are just scratching the surface of arrests in connection with the organized crime ring that is responsible for the theft of six all-terrain vehicles from Nor-Tex Tractor in Sulphur Springs. Potentially about 20-21 individuals from three states could be arrested before the case is closed, according to Investigator Hurley.
Hurley told KSST News that the ring has basically been taking side-by-side utility vehicles “like Polaris Rangers” from various dealers in Oklahoma, Louisiana, and Texas. Thus far, 13 units have been recovered according to Hurley.
James Lindy Minter, 37, of Kemp, Texas, was arrested on Tuesday, January 26th at 1:20 p.m. at the Sulphur Springs Police Station. Minter was wanted on a warrant for engaging in organized crime, a 2nd degree felony. Minter was the fourth individual arrested in connection to the local theft. He is in Hopkins County jail on a $100,000 bond.
On Monday, January 25th, Darrell Wayne Waites was picked up at the Rapides Parish, Louisiana Jail and transported to Hopkins County Jail without incident. According to Hopkins County Chief Criminal Investigator Lewis Tatum, Waites was picked up on a warrant for Organized Criminal Activity. He was the third person to be arrested in connection to the case. Hopkins County Deputy Major Willis and Correctional Officer Charles Duke stated Waites was cooperative and posed no problems during the trip. His bond was set at $200,000. He has since made bond.
The first two arrested for the theft were arrested on January 6th. Joshua Christopher Terry, age 34, and Laronda Kaye Reed, 29, both of Kemp, Texas were arrested on charges of engaging in organized criminal activity. It was thought at that time that the defendants could be connected to similar thefts throughout Louisiana and Oklahoma. At that time, criminal investigators divulged information on two different thefts at Rock Power Sports in Bossier City, Louisiana and the business confirmed the property stolen.
Terry’s bond was set at $200,000 bond while bond for Reed was set at $30,000. Both are out on bail.
Animal of the Week: Buster Brown
Buster Brown is a 1-2 year old lab mix who was brought to the Animal Shelter December 28, 2015, after a woman found him living around her parents’ house.
“He was just a stray at her parents’ house and they brought him in because they didn’t want him bothering the parents,” Animal Shelter Officer Barbi Blanch said.
Buster Brown shows no signs of having been trained and he is still a puppy with room to grow. He is very friendly with his primary problem being jumping.
“When you get close enough, he wants to jump,” Officer Blanch said. “He wants to play — he’s a puppy. He just wants attention. He’s actually doing better about jumping because usually when I come to get him, he’s bouncing off the walls. He gets along great with other dogs. We’ve a couple of opportunities for a foster home, but nobody’s interested in adopting him yet.”
Buster Brown will not be involved in the off site adoption scheduled to take place this Saturday, January 30 at Tractor Supply from 11 a.m. to 4 p.m. The off site will consist primarily of puppies that have been recently vaccinated. Buster Brown and others will be at the Shelter Saturday which will be open from 10 a.m. to 2 p.m.

In other news, the Animal Shelter has recently been approved for 5 new outside kennels which will be built onto the side of the current building. TThe new kennels will be used to allow the puppies to receive sunshine without the risk of being stolen or escaping.
“They’ll be four by ten,” Officer Barbi said. “I know it doesn’t sound like much, but it’ll be a lot bigger than what we have in the Shelter. They get a little sunshine, and then they got back in for the evening. We’re very excited about it.”

Trinity Harvest Church Begins New Project
Trinity Harvest Church of God, 1150 Shannon Rd, has begun a new project within the past few months. Behind the existing building a Family Life Event Center is being constructed. The new building will contain a youth and children center, in addition to a fellowship hall. Once construction is finished the center will be available for community events as well. Weather permitting, the event center is predicted to be finished some time this year.
Donate Now to Hearts of Life Animal Shelter

Hearts of Life Animal Shelter is building additional space for dogs in their care. The new concrete floor and covered space will place under roof 20 additional 10 X 6 kennels for the dogs. KSST Radio presented the need for additional kennels during the local news cast Wednesday. Kennels are $100 each. Donations may be made at [email protected] or by calling KSST at 903-885-3111. During the news cast, donations were made to the project.
The Hearts of Life Foundation, an animal rescue and adoption center, began improvements include new drainage to divert flood water, as well as a new enclosed shelter for the animals in August.
“Whenever we got rain, the water would actually pool at our present barn where we have the dogs housed,” Deborah Balkcom of Hearts of Life said.
The improved drainage was completed in August and Hearts of Life is now completing the shelter for the animals. Currently, the animals are kept inside the barn or outside in kennels set up on the ground.
“Along with the actual building of the new shelter, we’re going to build exercise areas, which will all be done at the same time,” Balkcom said.
