Winnsboro Police Report August 22-28

Three arrests, three accidents, issuing 36 citations and 28 warnings, along with investigating three accidents filled the seven day August 22-28 period for the Winnsboro Police Department.

Glenda Bruce, 53, of South Carolina was arrested for Public Intoxication August 24.

Twila Olive, 51, of Winnsboro was arrested for DWI August 24.

Hunter Weems, 18, of Winnsboro, was arrested Ausust 25 on a Wood County warrant.

James Kidd, 34, of Winnsboro was arrested August 27, for theft of property under $100. and Evading Arrest.

Injuries are unknown in the three accidents investigated. Two accidents occurred August 23. A one vehicle accident occurred in the 1000 block of South Walnut. The second accident involved two vehicles in the 200 block of E Coke. The third accident involved two vehicles in the 400 block of West Broadway. It occurred August 24.

Commissioners Receive Additional Funds for Immediate Work on Roads

Monday, each Hopkins County Commissioner received an additional $50,000 for road work in their precinct when Commissioners’ Court voted to move $200,000 from two different special road and bridge funds that are held in reserve for emergency needs. The funds were moved to allow commissioners to perform much needed work and order much needed materials prior to October 1, according to County Judge Robert Newsom.

Newsom and Commissioner Precinct 1 Beth Wisenbaker told KSST News that after October 1, it is too late to begin road rebuild project due to cooler weather and other weather conditions that occur in late fall and winter. November 1 is the latest date a road can be repaired properly, they said.

Commissioner Wisenbaker stated that the money was put to use Tuesday morning for her precinct. She stated that she had ordered crude oil that will cost between $45 and $47 per barrel. She said the money will enable her to begin work with the crude oil as a cost saving move. Wisenbaker pointed out a crude oil mix roadway costs approximately $12,500 per mile while a roadway surfaced with overlay costs $50,000 per mile.  The funds will allow her to work on non-FEMA funded roads first due to warm temperatures. The four miles of road that she hopes to rebuild and resurface are projects not covered by FEMA funds. She is hoping that warm temperatures and dry weather will combine to permit the oil mix to successfully be put in place.

She had a roadway prepared for crude oil Monday afternoon but a pop up thunderstorm has delayed that work until it dries. Timing is vital she stated. Timing, both in having funds at the time needed and being able to perform the tasks in good weather, has been rather allusive. She told KSST News that she will work on specific roads based on soil base, traffic accessibility, high drainage in case of pop up storms. It should take about  two to three weeks to complete one mile of roadway if the rain stays away, she said. She said her work would also depend on whether she had hot mix or cold mix available.  She said the hot mix crude oil applied faster and is more consistent.

Judge Newsom said t that each commissioner could use the funds according to their specific need. He said most would use the oil for materials.  The funds moved from the two reserve funds will be paid back as tax payers pay their taxes each year. Newsom stated that the reserves continue to have enough funds to cover emergencies that could occur. “If we had waited until October 1 for the new budget, we would have had to order materials to move forward then and that would have been too late,“ Newsom stated. He said each commissioner hopes to have their work completed before winter.

Wildcats Travel to Orlando Following Roller Coaster Win Over Sherman

Coach Owens said Friday night’s 43-42 win over Sherman was one where Wildcats’ players fought through struggles developing their character. He added they also had fun and it showed throughout the night. Coach Owens said the game featured a roller coaster of emotions. He said the Wildcats have good team chemistry this year and like each other.

Coach Owens praised the large offensive line for making the running game go. The Wildcats featured four running backs and all scored a touchdown. His biggest surprise was the play of Searn Rodgers, the Wildcats leading rusher. Coach Owens noted he also had a great spring. The coach said he had never seen back Jaylon Hawkins run better. He marveled over a 17-play drive the Wildcats had.

He said quarterback Ryan Humphries played an exceptional game and was extremely accurate. Coach Owens said receivers were solid. He said there were two exceptional catches, both touchdowns, that went to Landry Tyson and to Simeon Taylor. Coach Owens said he was really excited about the offense Friday night. He said Offensive Coordinator Matt Young kept the Bearcats off balance during the game.

Coach Owens also said the Wildcats defense played really well. He had praise for the entire unit. He noted the cornerbacks were solid. Safety D.J. Abron, with his fumble recovery and interception, played an outstanding game according to Coach Owens. He said sophomore linebacker Daniel Moreno is getting better every week, inside backer Easton Silman provided leadership, linebacker Lawrence Worth was solid and backer Jaxon Reneau played with toughness. Coach Owens called the play of defensive tackle D’Idrec Dugan exceptional. Even the special teams drew praise. Coach Owens liked deep snapper Logan Caton and kicker Angel Tavera, especially his punting.

The 1-0 Wildcats will now take an historic road trip. They’ll play Seminole Ridge, Florida Friday night at 7 p.m. at ESPN’s Wide World of Sports Stadium located at Disney World in Orlando, Florida. The Wildcats JV will play another school at 10 a.m. Friday on the same field. KSST Radio will bring you all the action of the varsity game Friday night.

Hopkins County Man Arrested for Cattle Theft

Lindy Wayne Shipley, 48A Hopkins County man has been arrested when he was unable to ship over 100 head of cattle back to their West Texas home. Lindy Wayne Shipley, 48, was arrested by Hopkins County Investigators and Tony Hurley, Texas and Southwestern Cattle Raisers Association Special Ranger.

Shipley failed to return over 100 head of cattle to their west Texas ranch after he had rented grazing lands to the rancher for the past two years. Hurley said it is not unusual for west Texas ranchers to send cattle to Northeast Texas for grazing purposes. Weather conditions and growth of grass are often the prevailing reasons. Shipley was proving grazing for the 263 cattle at $20 per month per head.

When the rancher sent trucks to the grazing land located between Sulphur Bluff and Saltillo along FM 900, not all were returned and Shipley offered no reasonable explanation. Hurley stated law enforcement attempted to contact Shipley regarding the missing cattle but he refused to take their calls.  According to Hurley, authorities are unsure at this time what has become of the cattle.  He states the investigation is ongoing.

Shipley is in Hopkins County Jail charged with theft of cattle/horse/exotic livestock over $150,000 and less than $300,000. His bond was set at $250,000 on the Felony 2 charge.

High Speed Chase Ends in Arrest

Datrece L Williams, 19Datrece l Williams of Mesquite, 19, was arrested following a high speed chase on I-30 Monday. A Hopkins County Deputy observed a grey Toyota Corolla west bound near the 134 mile marker.  The deputy clocked her speed at 107 mph in a 75 mph zone.

Attempting to initiate a stop, he turned on patrol lights but William’s vehicle continued the high speed while changing lanes multiple times during the seven mile chase. Her erratic driving and high speed created dangerous situations for other drivers on the interstate highway.

She exited at the 127 exit and entered the Days Inn parking lot, driving around the building at a high rate of speed and finally coming to a stop on the east side of the building. During t he arrest marijuana residue was located on the driver’s side floor board resulting in a probable cause search. Nothing else was found in the vehicle.

Williams was taken to Hopkins County Jail where her bond was set at $10,000 Tuesday morning. She is charged with Evading Arrest or Detention in a vehicle, a Felony 3.

Lady Cats Claim Silver Bracket at Tyler Tourney

The Lady Cats’ volleyball team won all three matches they played in a Tyler tournament Saturday and claimed the championship in the tournament’s Silver Bracket. The Lady Cats won the Silver Bracket with a 2-0 win over Henderson, 25-9 and 25-21.

Earlier the Lady Cats took 2-1 wins over Bullard, 25-16, 23-25 and 25-10 and over Rusk, 25-12, 17-25 and 25-17. Overall the Lady Cats won four and lost two in the tournament that took place on Thursday and Saturday. Thursday the Lady Cats lost to Longview, defeated Elkhart and lost to Alba-Golden. In between, the Lady Cats won over Mineola, 3-0 at Mineola Friday evening. In Saturday stats, Kaylee Jefferson had 29 kills with Autumn Tanton adding 28 and Mieke VanBenthem 14. Tori Moore had a team high 84 assists and Anden Hammack topped the team with 33 digs. Coach Maness said the Lady Cats had a great day of volleyball. He added if the team would have played like that Thursday, they would have ended up in the tournament’s championship bracket. Coach Maness said he got good effort from every player. He added the team was seeing that when they stay within his new system, they are hard to beat. Coach Maness said the team members were buying into that.

The Lady Cats, now 18-7 for the season, will host Paris Tuesday at 6 p.m. in Wildcats Gym.

A proposed tax increase was rejected by Yantis ISD voters Saturday. Unofficial results show 91 votes opposed and only 63 votes for the measure. Monday evening at 6, the Yantis School Board will meet in the school cafeteria to discuss the 2016-17 proposed budget and to adopt the budget along with budget amendments. In Executive Session, they will discuss duties, responsibilities, and assignments of personnel.

Welfare Concern Results in Arrest

A call to a residence on McGrede Street in Sulphur Springs in reference to a welfare concern let to the arrest of Leah Maria Ehsani for possession of a controlled substance penalty group 1 less than 1-gram. The officer found Ehsani extremely nervous during his response. The officer asked if she had narcotics. She produced a yellow plastic baggie with crystal like substance believed to be methamphetamine. She was placed in Hopkins County Jail and released Monday morning on a $5,000 bond.

Now that the rain has subsided we are back to those August temperatures!  The rain was great while it lasted and really perked up the grass and gardens in the area.  Two weeks ago everything was starting to turn brown and burn up, but now the grass is as bright and green as if it were Spring.

Construction is still on-going at the new elementary school addition.  I stopped by the other day and took a look at the progress.  Exterior walls are starting to go up, the roof is on, and you can begin to see where classrooms will be situated.

Thursday night was the annual FFA Hamburger Supper at 7 pm.  Food was served under the oak trees, just north of the high school.  I was surprised to see so many people there.  There was a good showing of parents, students, and faculty members this year.  The majority of the school board members were present and I was able to meet our new maintenance man, Robert Smith, and his family.  I saw several folks I knew but there were quite a few new faces there that night.  I guess that’s how it is when enrollment increases.  As of the end of the first day our total enrollment (PK-12) was 313 – the highest it has ever been.

I was glad to meet Mr. Smith at the hamburger supper and Leah Davis at Meet the Teacher night last week.  I still need to meet Samantha Watson, math teacher.  Another teacher that is new to the district is Rolanda (Flecker) Hasten.  She comes back to her old home school from teaching several years at Caddo Mills.  Rolanda was a MG graduate and past school board trustee.

It seems like there are quite a few couples with MG connections that are expecting babies or have just had a new child.  Sue Ann (Sparks) McDonald and husband, Joe, are expecting a baby boy.  Brandie (McLane) English and husband, Colten, have a new son – River.  He was born July 15 weighing in at 6.6 lbs and was 19 inches long.

Notice as you pass thru Miller Grove there are now signs up pointing out our three historical markers.  The Texas Department of Transportation put those up last week at my request.  Now, we just need to get the one at County Line marked by the Rains County TxDOT.
