Sulphur Springs City Council Agenda for August 1, 2017

The regular meeting of the Sulphur Springs City Council will be held at 7:00 p.m. on Tuesday, August 1, 2017 in the Council Room at 201 North Davis Street.  The following items will be discussed:

 

  1. Pledge of Allegiance to the United States Flag, Texas Flag, and invocation.

 

  1. Presentations, proclamations, and announcements: Police Chief Jay Sanders – Presentation

 

  1. Manager’s report will include status report of capital improvements, wastewater treatment plant operations, accidents and claims for the month, and a review of expenditures and revenues.

 

  1. Discussion/action on Consent Agenda.

 

  1. Discussion/action on Public Hearing for second and final reading of Ordinance No. 2708 an ordinance authorizing the issuance and sale of City of Sulphur Springs, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2017; to provide funds for the purpose of paying contractual obligations incurred to fund water and sewer system improvements and acquisition of equipment and vehicles for municipal departments, and for costs of issuance of the certificates of obligation; bearing interest at the rates set forth therein; prescribing the form of certificates of obligation; levying ad valorem taxes and pledging surplus net revenues of the City’s waterworks and sewer system for the payment of principal and interest on the certificates of obligation; making certain other covenants of the City with respect to the certificates of obligation, the funds from which said certificates of obligation are to be paid and the projects to be funded with the certificates of obligation; authorizing execution of a paying agent/registrar agreement and agreements for municipal advisory and bond counsel services; awarding sale of certificates of obligation; providing an effective date; and enacting other provisions relating thereto.

 

  1. Discussion/action on Public Hearing for second and final reading of Ordinance No. 2703 an ordinance authorizing the issuance and sale of City    of Sulphur Springs, Texas General Obligation Refunding Bond, Series 2017, to provide funds for the purpose of refunding outstanding obligations of the City issued for various public improvements and for paying costs of issuance of the bond; bearing interest at the rates hereinafter set forth; prescribing the form of bond; making certain other covenants of the City in reference to the bond and the funds from which said bond is to paid authorizing execution of a paying agent/registrar agreement, escrow agreement and agreements for the municipal advisory and bond counsel services; awarding sale of said bond; providing an effective date; and enacting other provisions relating thereto.

 

  1. Discussion/action on Public Hearing for second and final reading of Ordinance No. 2704 for zone change request by owners John and Marcia Davis to rezone property located at 312 College Street, being further described as Lot 16 of Block 51, from Multi-Family (MF) to Single Family (SF-6).

 

  1. Discussion/action on Public Hearing for second and final first reading of Ordinance No. 2705 for zone change request by owners Montie and Vivian Monzingo to rezone property located at 333 College Street, being further described as Lots 3, 4, S. PT. of Lot 11 of Block 52, from Multi-Family (MF) to Single Family (SF-6).

 

  1. Wildcats Football Season Ticket Sales Begin Monday

Next week is season ticket week for Wildcats’ football fans. It will take place at the Media Center at Sulphur Springs High School. Patrons are asked to enter the high school at the Connally Street entrance. Current ticket holders can renew their tickets Monday and Tuesday. Hours will be 8:15 a.m. until 5:30 p.m. Those who do not renew their tickets by the end of the business day Tuesday will lose their tickets.

Ticket holders who have renewed their tickets may purchase additional tickets or may seek upgrades Wednesday from 8:15 a.m. until 5:30 p.m. All tickets left will go on sale to the public Thursday and Friday. Hours Thursday are 8:15 a.m. until 5:50 p.m. and Friday 8:15 a.m. until noon. The five game season ticket package costs $50.

Interest in tickets is expected to be high with Prim Stadium under renovation including artificial turf, a new state of the art press box and what is expected to be better views for all ticket holders. Home games this year will feature games against The Avalon School of Maryland, Paris, Pine Tree, Texas High and Greenville.

Former Wildcats Football Coach, the legendary James Cameron, was enshrined into the Texas High School Coaches Association Hall of Honor at a ceremony Wednesday in Houston. Among those in attendance was Wildcats Head Football Coach and Athletic Director Greg Owens. Former Cameron assistant Joey Florence, who Coach Cameron correctly predicted would one day win the state championship, spoke on behalf of the late Coach Cameron. Former Wildcat Head Coaches Chuck King and his wife and Dwayne McMeans and his wife also attended. Coach Owens said people were also present from Kilgore and Rockwall where Cameron also coached.

State rings for this past school year were also presented. Former Wildcats Soccer Coach Andy Holt collected a ring for leading Frisco Wakeland to the state soccer championship. Coach Owens said Wildcats’ coaches got rings at the 2009 conference after winning the state football championship in 2008.

Coach Owens said this year’s THSCA conference was one of the best he’s ever attended. He said there were good speakers addressing a variety of topics including motivating kids.

Last year the Wildcats’ football team was invited to play a football game at ESPN’s Wide World of Sports located at Disney World at Orlando, Florida. The group that invited the Wildcats promised to find them an opponent for this year’s home schedule.

A deal was struck with Seattle Garfield to play the Wildcats at newly remodeled Prim Stadium on September 8. A couple of weeks ago, Garfield found it necessary to break the contract. Wildcats Football Coach Greg Owens said it was due to unforeseen circumstances.

Several teams were looked at as possible replacements and a new deal was made with The Avalon School of Gaithersburg, Maryland, an all-boys private school. They only have a varsity team so Coach Owens says he is still trying to find a JV game for that week. Thursday Coach Owens said he did not know much about Avalon. Game videos are being traded. Coach Owens said they seem to play a style of football similar to the Wildcats. September 8 should be quite a night as the Wildcats celebrate the opening of a new Prim Stadium.

Jack Phillips Heads to the Red Carpet in Nashville!

Not many 12-year-olds get the thrill of being nominated for a national music award, but Hopkins County’s Jack Phillips is among nine young finalists in the Josie Awards country category. As a finalist, he was recently interviewed live by phone by founder Josie Pasantino. Within the last few years, the Josie Awards has begun to fill a niche by recognizing the top independent artists in all music genres. The awards show is a glittering gala event bringing the best to one stage in Nashville, Tennessee. For 2017, the event will take place at Nissan Stadium on Sunday September 17 and will be televised on the Josie Network. In addition to Traditional and Modern Country categories, Pop/Contemporary, R&B/Soul, Folk/Bluegrass, Gospel/Country Gospel, Southern Rock, Jazz/Blues, Outlaw Country, Tribute Category, Songs of America and Multi-Genre Music categories will be represented.  The red carpet will be rolled out for the top artists in each category.

In a KSST Good Morning Show interview, we found out that Jack and his parents Mark and Allison Phillips of Sulphur Bluff are unsure of how the Josie Award nomination came about. They believe the nominator might have been a bandleader or instructor that Jack has worked with since January 2017. Jack received the news while out on the road, and he has spent much of the summer on the road playing numerous dances and attending music camps. In fact, the family has logged over 12,000 Texas and Oklahoma miles on his dad’s new pickup since February 2017.  And riding in the back seat, while practicing his guitar, fiddles and mandolin, Jack has been dreaming of walking down that red carpet! While in Nashville, he also plans to visit the Grand Ole Opry and tour the Opry museum.

Jack began playing the fiddle at about age 6, first taking formal lessons from a teacher in Winnsboro. Today he receives weekly training from Western Swing instrumentalist Hank Singer of Corsicana and he attends week-long music camps hosted by Western Swing and country bandleaders. Earlier this year, his first CD “Jack Phillips” was released. For gigs, his two favorite fiddles are carried in a double case. One was made in 1917 and Jack loves it’s rich tone. While traveling in the truck, Jack practices with a small size guitar that fits the tight space, often playing along to songs on “Willie’s Roadhouse” for 3-4 hours at a time. His dream is to play on the Grand Ole Opry stage someday. With the help of his parents, he’s kept up a heavy summer travel schedule.  Over the next 10 days he will appear on Industry’s Four County Opry near Houston, will play for a dance at the Longhorn Saloon in the Ft. Worth Stockyards and will appear on the Bluebonnet Youth Revue at Schroeder Hall in Goliad, the oldest dance hall in Texas. On August 5, he is invited to be part of the band celebrating the 90th birthday of Leon Rausch, famed vocalist for Bob Wills. And Jack will soon head back to class at Sulphur Bluff ISD where he has been an Honor Roll student.

Como Woman Arrested for Credit Card/Debit Card Abuse

Wendy Ann “Woo Woo” Wilder, 39, of Como is in Hopkins County jail after deputies were notified of three active warrants for her arrest. Wilder was arrested at her home in Como on warrants for Credit Card/Debit Card Abuse.

She is in Hopkins County jail being held on bonds totaling $30,000.

Wilders was stopped by a Hopkins County Deputy for a traffic violation at on South Broadway in Sulphur Springs in November of last year. She told officers that she was taking her passenger to get something to eat. Both driver and passenger were nervous which led to a search of the vehicle. At that time she was charged with Possession of a Controlled Substance Penalty Group 1 under 1-gram—a Felony 3.

Couple Arrested in Cemetery

A Volvo station wagon parked in the Brashear Cemetery at 11:30 p.m. attracted the attention of Hopkins County deputies Thursday night. There they found Ricky Wayne Lee Liebel, 36, and Danielle Renee Payne, 25, who live on Gilmore Street in Sulphur Springs “having intercourse” according to their report. That is not all they found.

After the couple put their clothes on as advised by the deputies, they were asked to exit the vehicle. In the vehicle a marijuana pipe was in plain view. A search of the vehicle located 2.7 grams of methamphetamine and other drug paraphernalia. Both were placed in custody and transported to Hopkins County Jail.

Both Liebel and Payne were charged with Possession of a Controlled Substance Penalty Group 1 more than 1-gram but less than 4-grams. Each one is held on a $25,000 bond.
