DPS Troopers Arrest Sulphur Springs Man On 3 Controlled Substance Charges
Texas Department of Public Safety troopers July 4 made five arrests following five traffic stops. Two were for traffic offenses and three on alcohol and drug charges.

Trooper Arturo Ugalde arrested 20-year-old Eduardo Austin Delgado Torres of Sulphur Springs on Interstate 30 west at mile marker 119 on three possession of controlled substance charges.
Ugalde reported stopping a Honda Accord at 8:16 p.m. July 4 for speeding; Delgado Torres was driving. On contact, Ugalde reported smelling a marijuana odor coming from the vehicle. Delgado Torres allegedly admitted to being in possession of a marijuana joint and THC edibles.
A probable cause search of the car revealed THC edible, the trooper alleged in arrest reports. Consequently, Delgado Torres was taken into custody for possessing the substance.
The 20-year-old then allegedly admitted to having Xanax and hydrocodone pills in his sock. He was taken to the jail, where he was found to be in possession of several acetaminophen hydrocodone and Xanax, resulting in and additional charge for each item and the car being towed, Ugalde alleged in arrest reports.
Consequently, Delgado Torres was jailed for possession of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance for having the hydrocodone, possession of 1 gram or more but less than 4 grams of a Penalty Group 2 controlled substance for the THC edibles and possession of less than 28 grams of a Penalty Group 3 controlled substance, the Xanax, according to arrest reports.
He was released from the county jail July 5. Bond was set at $25,000 on the Penalty Group 1 charge, $10,000 on the Penalty Group 2 charge and $2,000 on the Penalty Group 3 charge, according to jail reports.
Trooper Rebekah Saathoff was also credited in reports as assisting with the traffic stop.
Earlier in the day, Ugalde also arrested a 44-year-old Garland man for possession of less than 2 ounces of marijuana, the same charge he was wanted in another county.
Ugalde reported stopping a Hyundai for an obscured license plate and defective stop light on State Highway 11 at 5:34 p.m. July 4.
A bag of marijuana was found on the ground between the man’s vehicle and the trooper’s patrol vehicle. The Garland man allegedly admitted to throwing the bag out the window as he stopped the car.
A records check showed the warrant. The man was arrested on both charges, according to arrest reports.
Saathoff was also credited in reports as assisting on the traffic stop, according to reports.
The Garland man was released from the county jail July 5; bond was set at $1,000 each on the misdemeanor marijuana charges, according to jail reports.
A 55-year-old Saltillo man stopped at 1:07 p.m. by troopers for driving on the wrong side of State Highway 11 in a no passing zone was arrested for driving while intoxicated, after a breath test showed him to be more than twice the legal blood alcohol content on breath tests.
During the traffic stop, DPS Trooper Shawn Droddy reported smelling alcohol on the driver. With assistance from Trooper Ugalde, standard field sobriety tests were administered using Spanish dialog; the man showed clues of intoxication and was read his rights in Spanish by Ugalde, Droddy alleged in arrest reports.
The Saltillo man allegedly agreed to submit to a breath test, with two results of 0.206, well over the 0.08 legal limit, resulting in the man’s arrest for DWI, according to arrest reports.
The 55-year-old remained in the county jail Friday; bond was set at $1,000 on the misdemeanor DWI charge, according to jail reports.
Trooper William Gillentine made two traffic stops July 4 that resulted in driving while license invalid arrests.
Gillentine first stopped a Richardson woman, 27, at 2:56 p.m. July 4 for driving a Toyota Camry 33 miles per hour in the 20 mph speed zone on FM 3505 at Cooper Lake State Park.
A records check showed the woman’s license to be invalid, and that she’d previously been convicted for not having a valid license in 2018, the trooper alleged in arrest reports. The woman was arrested and her car was released to her aunt, according to arrest reports. Saathoff was credited in reports as assisting on the traffic stop.
The Richardson woman was released from the county jail Friday morning. Bond was et at $1,000 on the charge, according to jail reports.
Gillentine also arrested an Irving man, 27, at 11:09 p.m. July 4 on Interstate 30 for driving while license invalid with previous conviction. The trooper first noticed the man because he passed him with the high beam lights on in the Ford F150 he was driving. The trooper stopped him and told the trooper the high-beam indicator didn’t work so he didn’t know the lights were on.
He allegedly handed the man an ID card when asked for his driver’s license. A records check reportedly showed his license to be invalid due with a prior DWLI conviction in 2018.
Consequently, the man was arrested on the charge; the truck was released to a member of the driver’s family, according to arrest reports.
The 27-year-old Irving man was released from the county jail Friday. Bond on the charge was set at $1,000, according to jail reports.

Traffic Stop Nets Marijuana, Methamphetamine, Arrest

A 30-year-old Wolfe City man was arrested at 7:13 p.m. July 3 on State Highway 11 west for possession of less than 1 gram of a Penalty Group 1 controlled substance.
Hopkins County Sheriff’s Sgt. Scott Davis first became aware of the man because he was driving a Chevrolet Malibu without a front license plate on State Highway 11 west Wednesday evening. As the deputy began following the car, he alleged, it quickly turned into a residential driveway.
The deputy contacted the driver and noted he could immediately smell a strong odor of marijuana emitting from the vehicle and observed a green, leaf-like substance he believed to be marijuana in plain view. Davis reportedly obtained consent to search the car. Suspected marijuana cigarettes were found in the console along with marijuana, several baggies of the kind typically used for packaging of illegal narcotics in both the console and driver’s side floorboard, and a white torn paper bag with a crystal-like substance he believed to be methamphetamine in an open compartment on top of the dash, Davis alleged in arrest reports.
The man in the car, identified in arrest reports as Zaqurious Lamont Armstrong of Wolfe City, was arrested for possession of less than 1 gram of a Penalty Group 1 controlled substance. Closer inspection revealed the license plate on the car also belonged to another vehicle, according to arrest reports.
Armstrong was released from the county jail July 4 on $5,000 bond on the controlled substance charge, according to jail reports.
License plate violations also resulted in two other traffic stops and two arrests for marijuana possession, according to arrest reports.
A Garland man, 58, was stopped at 2:16 p.m. July 3 by state troopers on Interstate 30 at mile marker 129 for a license plate violation on a Jeep Grand Cherokee and ended up in jail for possession of less than 2 ounces of marijuana. On contact, the highway patrol trooper reported smelling a marijuana odor in the vehicle. A probable cause search yielded marijuana in a glass jar in a backpack, resulting in his arrest Wednesday afternoon, according to arrest reports.
He remained in the county jail Friday. Bond was set at $1,000 on the misdemeanor marijuana charge, according to jail reports.
At about 12:15 a.m. July 4, Sulphur Springs police stopped a Toyota Rav 4 on Oak Avenue for an unreadable license plate and because the vehicle’s third brake light was not working, and arrested the passenger for possession of less than 2 ounces of marijuana.
Police reported smelling a strong odor of marijuana coming from inside the vehicle as they contacted the occupants. Officers asked the man to step out of the vehicle. Police alleged they could see a clear bag with what appeared to marijuana inside of it in the 30-year-old Cooper man’s pocket.
