PARIS – Texas Department of Transportation officials today announced that a project to upgrade the pavement on a portion of State Highway 19 will begin Nov. 27 in Rains County. A KSST Source said “the sponsor’s load was too high” and it couldn’t fit under the Civic Center awning, resulting in the damages viewed below.
