Local Emergency Planning
Wednesday, May 23, 2018, Hopkins County Emergency Planning and the County Fire Department will host a Local Emergency Planning event conducted by the Texas Commission on Environmental Quality, the U. S. Department of Homeland Security, the U. S. Department of Labor/OSHA, and U. S. EPA Region 6. The event will take place at the Hopkins County Civic Center, 8:30 a.m. until 4 p.m. Representatives from counties,cities, and municipal entities in the Northeast Texas/Ark-Tex Council of Governments region will be present to update information on emergency planning. The vent will feature various speakers and workshops.
According to Andy Endsley, the last time the county hosted this event, over 100 individuals participated.

Winnsboro Police Department Report May 14-20, 2018
Two arrests, one non-injury accident, 100 calls for service, along with 28 citations issued and 42 warnings written filled the seven day May 14-20, 2018 Winnsboro Police Department report period.
Alan Hanson, 33, of Winnsboro was arrested May 16th on a Violation of Parole, Wood County Warrant.
Krystal Crouch, 38, of Winnsboro, was arrested May 17th on Possession of Controlled Substance Penalty Group 1, less than 1-gram charges.
The Winnsboro Police responded to a minor three vehicle accident in the 200 block of W. Coke Road May 14th.

Dallas Man Arrested for Drugs When Deputy Responds to Possible Assault
A Hopkins County Deputy responded to a possible assault in the 1500 block of Shannon Road Sunday evening. When the deputy arrived, he ensured the individuals were separated and asked Joshua Kenney Mandell, 33, of Dallas, to empty his pockets. A baggie containing a clear chrystal like substance believed to be methamphetamine fell from his left pocket. He also removed a black container from the same pocket. A search of the container revealed another baggie containing a white powdery substance believed to be cocaine. A K9 officer performed an open air sniff of Mandell’s vehicle and the K9 gave a positive alert on the vehicle. A pill bottle with Mandell’s name on it was found. However, inside the bottle was a baggie containing a white powder like substance believed to be cocaine and a baggie containing possible meth.
Mandell is in Hopkins County Jail held on two charges of Possession of a Controlled Substance Penalty Group 1, less than 1-gram.
Drug Arrest Made at Coleman Park
The odor of Marijuana emitting from the vehicle located in the Coleman Park Soccer Field parking lot led to the arrest of Jessica Joe Farrow, 24, of Sulphur Springs. Farrow admitted to having a blunt and a syringe loaded with methamphetamine. A probable cause search led to a large quantity of empty plastic bags, a digital scale, cut straws, and a used syringe in the vehicle. A small zippered bag was also located containing a large quantity of suspected methamphetamine.
Farrow is in Hopkins County Jail charged with Possession of a Controlled Substance Penalty Group 1, more than 4-grams but less than 200-grams. She is being held on a $30,000 bond.
Disturbance Ends in Arrest of Sulphur Springs Man
A disturbance in the 200 block of Davis Street around 6:30 p.m. Sunday led to the arrest of Oscar Gabriel Gonzalez-Compos, 33, of Sulphur Springs. Gonzalez-Campos was wanted on a warrant for assault. During a pat down, a small plastic baggy containing suspected methamphetamine was found in his possession.
Gonzalez-Compos is charged with Possession of a Controlled Substance Penalty Group 1, less than 1-gram and is also held on the warrant for Assault Causing Bodily Injury.
Sulphur Springs Man Apprehended After Attempts to Evade Arrest
When the Sulphur Springs Police officer attempted to make a traffic stop at Craig and Booker Streets early Sunday morning, Brandy Jamaal Gaines, 35, of Sulphur Springs slowed to come to a stop before fleeing the officer’s pursuit. Gaines did come to a stop at Coleman Park and exted the vechicle and fled on foot. The officer gave chase adn apprehended Gaines.
Gaines is in Hopkins County jail charged with Evading Arrest/Dentention with Vehicle Previous Convictions, a Felony 3
Brashear Man Arrested for Possession of Meth
Following a traffic stop on Highway 11 West at County Road 4786, Elija Don King, 22, of Brashear was arrested for Possession of a Controlled Substance Penalty Group 1, more than 1-gram but less than 4-grams, and other charges.
When King appeared nervous, the Hopkins County Deputy asked him to exit the vehicle and for consent to search. A pat down revealed a pipe commonly used for smoking methamphetamine in a black pouch along with two clear baggies containing a crystal like substance believed to be meth.
King is in Hopkins County Jail.
Missouri Man Arrested for Drug Possession Following Fight in Middle of Highway
Two individuals fighting in the middle of State Highway 19 North drew the response of a Hopkins County Deputy. There he found Ronald Dominic Hayes, 40, of Kansas City, MO. It was thought Hayes was on PCP.
The deputy found a glass container containing what is suspected to be PCP. Hayes was taken to Hopkins County Jail where he was secured in the violent cell. Hayes stated he did not remember the incident. He is charged with Possession of a Controlled Substance, Penalty Group 1, less than 1-gram.
The other individual was released to EMS and charges were filed at large, according to the deputy’s report.
2018 Hopkins County Dairy Festival Schedule of Events…Make Time for Fun!
Hello everyone! The Festival Board of Directors doesn’t want you to miss anything during the 2018 Hopkins County Dairy Festival, so here’s the schedule. Be sure and purchase your Pageant tickets from any of the eight contestants. This year’s theme is “Party Til the Cows Come Home”. See you there!
Monday May 21st Dairy Festival Queen’s Dinner at The Alcove at 6:00.
Friday June 8th. at 12:00 noon is the Festival’s Ribbon Cutting on Celebration Plaza, then at 6:00 pm the Balloon Glow and Rally at Shannon Oaks Church. All balloon activities are free and open to the public.
Saturday June 9th at 9:00 AM is Dairy Festival Parade line up. There will be numbered stakes and the Parade Committee will direct floats to position. The media will be taking pictures after 9:00 and the parade starts at 10:00. At 2:45 pm the Contestants, Parents and Pilots Milking Contest will be held in the Civic Center Arena, the Texas State Championship Ice Cream Freeze-off at 5:30pm at Shannon Oaks, then at 6:00 pm the Balloon Glow and Rally at Shannon Oaks Church.
*** the Balloon Festival will also be held Friday and Saturday mornings at 5:00 am, weather permitting.
Monday June 12th at 6:00 pm Contestants and Queen talent rehearsals in the SSHS Auditorium.
Tuesday June 13th through Friday June 15 will be on air radio interviews with Enola Gay at the KSST studio for Contestants and Queen Jaci Reed. The interviews will also be filmed by Channel 18 TV to be shown later. Then at 6:00 pm practice at the SSHS Auditorium on Tuesday and Thursday nights. Friday night’s practice will be a full dress rehearsal with photos.
Saturday June 16th the Whipped Challenge and the Dairy Heifer Show will take place on the grounds and arena of the Civic Center complex. At 4:00 a Pageant Judges Dinner will be held at the Southwest Dairy Museum. The 59th annual Dairy Festival Queen’s Pageant and Coronation will be held at 7pm in the SSISD Auditorium in the Civic Center.
