Hopkins County JP for Precinct 1 B.J. Teer set a $20,000 bond for 44-year old Charles Richard Walters of Irving, who was charged with on-line solicitation of a minor, sexual conduct. Walters was arrested Friday at 7:44 p.m. at a location on League Street in Sulphur Springs. After his arrest he reportedly confessed to talking with a minor under the age of 17 by e-mail and text in a sexually explicit manner and arranging a meeting with the minor with the intent of having sex. When the man arrived at the meeting site, he was arrested by Sgt. Amanda Weatherford with the Sulphur Springs Police Department and Sgt. Corley Weatherford with the Hopkins County Sheriff’s Office
