Sulphur Springs City Council Passes New Ordinance

The Sulphur Springs City Council easily passed an ordinance on first reading Tuesday night that would adopt the International Property Maintenance Code but then struggled a bit to pass on first reading an ordinance that would replace an entire section on Signs and Identification in the city Zoning Ordinance. City Attorney Jim McLeroy said the Maintenance Code would allow the city to address property maintenance issues early and would require owners to do ongoing maintenance. The Property Maintenance Code ordinance passed on first reading unanimously and without comment. That was not the case with the Signs and Identification ordinance. Tim Kelty, in the billboard business, was not pleased with answers he got to his questions and accused the city of infringing on property rights. Councilman John Sellers said he wanted to suggest some changes before a second reading and Councilwoman Emily Glass voted against the ordinance.
