Roger Feagley Announces Retirement – Chris Brown Chosen As Successor


The Sulphur Springs-Hopkins County EDC will see a passing of the torch after almost 2 decades of success with Roger Feagley at the helm. Roger has announced he will retire in January, 2024, which will mark 19 years of service, providing assistance and resources of over $14m to nearly 40 local companies and projects. “It has been a pleasure to serve the Sulphur Springs community and it will continue to be our home” Feagley said. “We appreciate Roger’s service and dedication to Sulphur Springs and Hopkins County” stated Tom Sellers, President of Sulphur Springs-Hopkins County EDC Board.

Roger has been the Executive Director of the Sulphur Springs Hopkins County EDC since 2005 and currently serves as Chairman of Team Texas, a member-based business attraction program through Texas Economic Development Council, the professional association for Texas economic developers. While working for Sulphur Springs, Roger has served in several capacities for the TEDC Board and the Board for Workforce Solutions of Northeast Texas, as well as being a member of numerous professional organizations, and has been given the distinction of “Fellow” with the Industrial Asset Management Council.

“The Board of Directors of the Sulphur Springs-Hopkins County EDC is excited to announce the appointment of Chris Brown as the new Executive Director” stated Board President Sellers. He will start with the SSEDC September 18 th of this year. Brown has served as the Executive Director of the Ark-Tex Council of Governments (ATCOG) for almost 10 years. He and his family still live in Sulphur Springs and have strong ties to the community.

Brown is currently serving on boards for the Hopkins County Hospital District, the HC Chamber of Commerce, and NETBIO. Prior to ATCOG, Brown served as the Hopkins County Judge and as Mayor/Council Member for the City of Sulphur Springs. Brown is also the 1 st Vice President for the National Association of Development Organizations (NADO) and Vice-Chair for TEX-21. His state level involvement has also included the Texas Assoc. of Counties and the Texas Assoc. of Regional Councils. “For over 20 years I’ve had the pleasure to support the work of many EDCs and help bring opportunities to all Northeast Texas,” Brown said. “I look forward to learning from Roger over the next few months and focusing in on continuing the great work of the SSEDC.”

Fleeing From Police Ends In Arrest

August 7, 2023 – A 21 year-old precinct 4 resident was arrest near the intersection of Tate and Craig street this weekend. The man attempted to outrun police because he thought he had forgotten his drivers license at home.

At around 10:30 PM Saturday night, Sulphur Springs Police attempted to stop Marcelo Flores for a minor traffic violation. Flores did not immediately stop. He accelerated to a high rate of speed then ran a stop sign before stopping for police.

When asked why he attempted to evade Police, Flores stated that he was afraid he had left his driving license at home. It is unclear if Flores was in possession of his driving license at the time of his arrest. It is clear that the police found marijuana in his car.

His KIA Spectra was impounded. He is charged with:

Juan Hernandez-Ruiz Charged with Murder

A Sulphur Springs resident was arrested at 4:40am early Sunday morning, August 6, 2023 after a report of a man covered with blood in the 700 block of Texas St. Sulphur Springs police officers responded to the scene at 4:10am to find Giovanni Lopez in the street bleeding from his injuries.

During the investigation, officers learned that the victim had been in an altercation earlier in the evening with a suspect Juan Hernandez-Ruiz at the suspect’s house. Lopez left the suspect’s house walking down Texas Street, and it is suspected that Hernandez-Ruiz hit the victim with his 2013 Cadillac Escalade causing the injuries. Giovanni Lopez was transported to Christus Mother Frances Hospital – Sulphur Springs where he died. Juan Hernandez-Ruiz, age 29, was transported to the Hopkins County Jail and charged with first degree murder with his bond set at $2 million.

On Sunday, August 6, 2023, at approximately 4:00 a.m., Officers responded to the 700 block of Texas St. in reference to a subject laying in the road that was bleeding. During the investigation, officers learned
that the victim, identified as Giovanni Lopez, had been run over by the suspect.

The suspect was identified as 29 year-old Juan Hernandez-Ruiz. It was learned that the suspect and victim had been involved in an earlier altercation and believed this was a continuation of that incident. The victim was transported to the hospital but succumbed to his injuries. Hernandez -Ruiz was taken into custody and transported to the Hopkins County Sheriffs Office and charged with Murder.

Paris — Here’s a look at work planned in the district for the week starting Aug. 7, 2023. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues. Motorists are advised to remain alert and pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Sherman Area (Fannin, Grayson Counties)

US 75, Grayson County: from FM 1417 to SH 91 (Texoma Parkway). Watch for shoulder closures and lane shifts on the northbound and southbound US 75 main lanes between SH 91 and FM 1417 as crews work on building new main lanes, bridges, and retaining walls. Watch for lane closures on the frontage roads between FM 1417 and SH 91. A reduced speed limit of 60 mph on the US 75 mainlanes has been set on the mainlanes for this construction project.
Mainlane traffic has been switched from the old mainlanes to the existing frontage roads to allow for construction of the new mainlanes and bridges between South Travis Street and Center Street. During this operation, northbound US 75 mainlane traffic will shift onto the existing frontage road approximately one-half mile north of South Travis Street and transition back to the existing mainlanes at Middleton Street. Southbound US 75 mainlane traffic will shift onto the existing frontage road approximately one-half mile north of Park Avenue and transition back to existing mainlanes approximately one-half mile north of South Travis Street. This operation will allow for reconstruction of the proposed US 75 mainlanes and bridges at Post Oak Creek. During this phase, US 75 frontage road traffic will be reduced to a single travel lane while US 75 mainlane traffic will maintain two travel lanes. Both mainlane and frontage road traffic will be separated by concrete barriers.
All eastbound and westbound lanes of Park Avenue under US 75 are closed to traffic. This closure is necessary to allow for construction of the new overpass at Park Avenue. To detour, eastbound Park Avenue traffic will turn right on the southbound US 75 frontage road, turn left on South Travis Street, and turn left on the northbound US 75 frontage road to return to Park Avenue. Westbound traffic will turn right on the northbound US 75 frontage road, turn left on Center Street, and turn left on the southbound US 75 frontage road to return to Park Avenue.
The eastbound entrance ramp to US 82 at the US 75 intersection is closed to traffic. This ramp serves as the entrance ramp to eastbound US 82 at US 75. This closure is needed to complete the construction of the US 82 eastbound frontage road and new entrance ramp. Motorists are advised to use the eastbound frontage road and continue east through the Loy Lake intersection and use the eastbound entrance ramp from Loy Lake Road to gain access to US 82.
Lamar Street and Houston Street under US 75 are closed to through traffic with detour signs in place to guide motorists around these intersections.
Eastbound Lamar Street traffic will turn right on the southbound US 75 frontage road, turn left on Center Street, and turn left on the northbound US 75 frontage road to return to eastbound Lamar Street. Video animation of this detour can be seen at the following link.

These switches will allow crews to reconstruct the proposed US 75 mainlanes and the bridge over Lamar and Houston Streets. The US 75 northbound frontage road traffic is reduced to one travel lane, but two travel lanes remain for northbound US 75 mainlane traffic. Watch for shoulder closures on the northbound and southbound US 75 main lanes between South Loy Lake Road and Lamberth Street as crews work on building new exit and entrance ramps. Watch for shoulder closures and lane shifts on the eastbound and westbound US 82 main lanes between FM 131 and Loy Lake Road while crews work on building new exit and entrance ramps. Watch for lane closures and lane shifts for the frontage roads at the US 75 and US 82 intersection as crews work on construction of new frontage road lanes.
FM 1417, Grayson County: from US 82 to SH 56. Watch for lane shifts and shoulder closures between US 82 and SH 56 while crews construct the new roadway pavement. The ultimate roadway will be a four-lane divided section with turn lanes. A reduced speed limit of 45 mph has been set for this construction project.
FM 121, Grayson County: from Main Street in Van Alstyne to SH 160. Work on the rehabilitation project has begun. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. In areas under construction, a reduced speed limit of 45 mph has been set for this project.

SH 11, Grayson County: from FM 697 in Sherman to US 69 in Whitewright. Work on the pavement overlay project has begun. Watch for daytime lane closures as workers mill and then overlay the roadway with a hot-mix surface. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone
Park Road 20 in Eisenhower State Park, Grayson County. Watch for daytime lane closures within Eisenhower State Park as workers perform base repairs on the roadway and then overlay the roadway with a hot-mix surface. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
US 82, Grayson County: from the Cooke County line to FM 131 in Sherman. Watch for lane closures as workers replace the bridge railing and guardrail approaches at each bridge structure and install median barrier. During construction, the bridge location will be reduced to one lane while crews replace the bridge railing. Currently the contractor is working on the westbound US 82 lanes at Harris Creek and on the eastbound lanes at Post Oak Creek. On this project, the contractor is also installing a center median concrete traffic barrier between FM 1417 and FM 131. Motorists should expect lane closures and occasional lane closures while this work is ongoing.
US 75 full depth concrete repair, Grayson County: Crews will be working on US 75 each week from Sunday night through Friday morning during the overnight period. Lane closures will be present at night for crews to replace failed concrete sections. Lane closures will begin at 7:30 p.m. each night and should be reopened to traffic by 6 a.m. This work will extend from the Collin-Grayson County line to the Oklahoma State line.
FS 121 (Grayson Parkway), Grayson County: from the Collin County line to FM 121. Construction is ongoing on this new-location roadway which is west of SH 289 approximately four miles. The new roadway will be two lanes with shoulders and will be an extension of the frontage road of the Dallas North Tollway. Local traffic on CR 60 (Marilee Road) and Stiff Chapel Road should expect occasional road work at those intersections, with flaggers present to control traffic.
US 75 debris pickup, Grayson County: from Collin County line to Oklahoma State line. Watch for mobile lane closures as workers pick up debris from the roadway every Sunday, Tuesday, and Thursday during the nighttime.
FM 2729, Grayson County: from FM 697 to SH 11. Watch for daytime lane closures as maintenance crews apply a seal coat on the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
FM 814 Grayson County: from SH 160 to the Fannin County line. Watch for daytime lane closures as maintenance crews apply a seal coat on the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
FM 100, Fannin County: from SH 56 to FM 2216. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. Beginning Aug. 1 crews will close FM 100 to through traffic between US 82 and SH 56 in order to replace a culvert under the roadway. The signed detour will be to use US 82, FM 1396, and SH 56 to get around the closure.
FM 271, Fannin County: from SH 78 to FM 68. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.
SH 34, Fannin County: from FM 64 to FM 1550. Watch for traffic shifts and traffic-signal-controlled lane closures as workers build the bridge approaches for the new SH 34 roadway at the future Lake Ralph Hall.
FM 1550, Fannin County: from SH 34 to CR 3544. Watch for daytime lane closures as crews work on building the connection of the realigned FM 1550 to the existing roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
FM 409, Fannin County: from FM 2029 to FM 100. Watch for daytime lane closures as maintenance crews work on pavement repairs at the Coffee Mill Lake intersection. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

FM 64, Delta County: from FM 128 to SH 1532. Watch for temporary lane closures while crews rehabilitate the existing pavement and improve drainage structures.
FM 2675, Delta County: from Lamar County line to FM 128. Watch for temporary lane closures while crews rehabilitate the existing pavement and improve drainage structures.
BU 271 (North Main Street), Lamar County: from Santa Fe Street to one-quarter mile north of Stone Avenue. Watch for temporary lane closures while crews install sidewalk
US 82, Lamar County: at the FM 1502 intersection. Watch for temporary lane closures, and traffic and lane shifts as crews widen the roadway to install a left-turn lane and improve drainage structures.

Cedar / Church Street (Clarksville, Texas), Red River County: at the intersection of Cedar and Church Street in Clarksville, Texas. Watch for road closure while crews remove and replace the existing bridge.

FM 410, Red River County: From US 82 to FM 3281. Watch for temporary lane and shoulder closures while crews install sidewalk and improve drainage.

FM 1507 (Jefferson Rd), Lamar County: from SH 19 to 0.8 MI North of Loop 286. Watch for temporary lane and shoulder closures while crews install sidewalk.

Greenville Area (Hunt, Rains Counties)

SH 11: Hunt County (From Culver St to Live Oak). The contractor has placed work zone signs and barricades. Contractor will begin excavation and saw cutting activities soon. This project is a traffic calming project and pedestrian improvements on SH 11. Please be aware of workers and watch for work zones when traveling in this area. FM 2642: Hunt County (From FM 35 to SH 66): The contractor has set work zone signs and barricades. Excavation work for the detour is ongoing. The contractor has completed culvert extensions for Phase 1A. and removed concrete median on the South end of I-30 intersection at westbound service road. The contractor has begun the demolition of median on the north end of I-30 intersection.
SP 302: Hunt County (From SH 34 to FM 499, from FM 499 to I-30, from US 69 to SH 34, from O’Neal Street to US 69). The contractor has placed work zone signs and barricades. Milling and paving operations have finished. Paving and milling has begun in the downtown area of Greenville. Embankment work and guardrail work on BU 69 is ongoing. Striping to begin July 31 or later. Please be aware of workers and watch for work zones when traveling in this area.
FM 2946, Rains County (From FM 515 to FM 2795): Contractors have set barricades and work zone traffic signs. J.M. Yanez prepared and mobilized to set temporary shoring for box culvert near the end of project. The contractor is performing cross culvert work and culvert extensions at various locations on the project. The contractor has begun base repair work at various locations and widening will begin soon. Subgrade work for the first three miles is ongoing. Please be aware of workers and watch for work zones when traveling in this area.
FM 2649, Hunt County (From I-30 to FM 1567): Contractors have set barricades and work zone traffic signs. The contractor has begun placing prime coat on the beginning stations of the project. Cross culvert work, reworking the roadway, widening and cement treatment to the subgrade, and reworking the roadway base material is ongoing. The contractor has begun placing prime coat on areas near the beginning of the project. Contractor has begun work on the next two miles, flex base, geogrid subgrade widening are set to begin. Please be aware of workers and watch for work zones when traveling in this area.
CR 1032, 1031 and 2132 bridge replacement project, Hunt County. The contractor has set barricades and advance warning signs. The contractor has reopened the CR 1032 and CR 2132 bridge. The contractor has begun work CR 1031, they are currently preparing the ROW and preparing to demo the existing bridge. Please be aware of workers and watch for work zones when traveling in this area.
I-30, Hunt County: Interchange Improvements: The contractor has set barricades and advance warning signs. Grading and prepping temporary ramps is underway on east-bound and west-bound to get ready for hot mix this week. The contractor has been backfilling along edge of road. The contractor will be excavating on permanent ramp east-bound between SH 36 and FM 1903. Cash Water is working on utility relocation at FM 1570.The frontage road speed reduction signs and low-profile traffic barrier on frontage roads have been installed. Please be aware of workers and watch for work zones when traveling in this area.
Maintenance crews for both Hunt and Rains County will be performing various sign and mailbox installations on various roads. Rains County crews will be performing safety mowing on SH 276. Hunt crews performed overlay operations on US380 and FM 2649 between IH30 and FM 513. Rains County crews addresses voids on FM 751 causeway and performed seal coat prep work on FM 2795. Herbicide operations are ongoing throughout the counties.

Hopkins County Resident Indicted on Six Counts of Wire Fraud

Lewis Parsons is a self-described visionary and technological guru. Since descending on Hopkins County from Rockwall a couple of years ago, he has attempted to immerse himself into the fabric of all things Sulphur Springs and Hopkins County. From living in a loft apartment on Main street, to occupying the “Lowry Mansion” on I-30 in Saltillo. His list of business ventures and connections go on and on, but those connections and achievements generally only come from Parsons himself. The fact-checking of some of his accomplishments finally came to a head recently when the federal authorities got involved.

George Lewis Parsons Jr. was indicted by a grand jury and those charges were filed July 12, 2023 in The United States District Court for the Eastern District of Texas Sherman Division. The indictment highlights a scheme allegedly devised by Parsons to defraud investors as Parsons convinced investors to invest in companies owned by Parsons that the federal government has determined no viable company actually exists. The federal indictment alleges that Parsons diverted those funds to “support his lavish lifestyle, including the purchase of several vehicles, real estate, furniture, firearms, jewelry, and a hot tub, among other things of value.”

The Federal Bureau of Investigation uncovered several wire transfers from potential investors to accounts owned or controlled by Parsons. Each of these wire transfers constitute a seperate charge of wire fraud. The amounts of each wire transfer range from $50,000 to $2,250,000, with the total of the six wire transfers listed in the indictment standing at $3 million.

  • George Lewis Parsons was arrested on July 20, 2023 in Hopkins County and released the next day. According to the Eastern District Court of Texas a Pre-Trial Order was placed in the record on July 21, 2023 listing the upcoming dates as signed by Magistrate Judge Aileen Goldman Durrett.

Lewis Parsons lists his current occupation via Linkedin as “Founder – President – CEO” of a company called Broadcast Your Vision LLC in Rockwall, TX. The description of that company, also from Linkedin, is as follows: BCYV has developed a complete solution that allows enterprise level companies the ability to streamline their expansion, growth, and connect with their clients. Many companies will get to a point where the discussion revolves around how to build, engineer, and release an effective way to connect satellite locations, sales teams, support teams, and bring consistency to marketing channels. The indictment filed July 12, 2023 also lists several assests including bank accounts, vehicles and other property that the federal government is attempting to seize or has already seized.

As with any indictment, the accused is innocent until proven guilty. Dallas Couple Arrested After I-30 Traffic Stop

August 4, 2023 – A Dallas couple were arrested after a traffic stop on I-30 this week. AMARRHE RASHSON THOMPSON aka marrhe_peezy and NIEJEL DEVON LAKES were transported to Hopkins County Jail.

Hopkins County Sheriff’s Deputies noticed a Nissan Kicks traveling eastboard with an obscured licence plate. A traffic stop was initiated and the vehicle came to rest near the 122 mile marker.

Deputies nocted a strong odor of marijuana coming from the car. The occupants were asked to exit the vehicle, and a probable cause search was began.

Marijuana cigarette ends were found in the ashtray. A GLOCK 23 handgun was found under the driver’s seat. A Smith and Wesson M&P 9, reported stolen by Mesquite Tx Police, was found in the passenger’s purse. A backpack containing various narcotics was also found.

Both professed no knowledge of the drugs. Thompson stated that she had purchased the stolen handgun from someone but could not remember who. Both were arrested and transported to Hopkins County Jail.

The backpack contained: scales, marijuana, 99 blue M30 pills suspected to be Oxycontin which showed a total approximate weight of 10.82 grams and suspected MDMA tabs with a total approximate weight including packaging of 2.68 grams with a pill count of 6.

Their bond was set at $45,000 each. The Nissan was impounded.

Crickets are about 1″ long, dark brown to black with large hind legs used for jumping.  Female crickets have a large, sword-like structure, the ovipositor, protruding from the tip of the abdomen. The ovipositor is an egg laying structure.

Crickets feed on plant material and other insects.  They can cause damage to seedlings and be destructive to plants when in high numbers.  Males can become a nuisance with their sounds (there’s always that one cricket chirping at night when you’re trying to sleep).  Crickets can further become a nuisance when masses of them flock to lights at night or when piles of dead crickets form near doorways and other areas, causing a foul odor.

Cricket management is more easily accomplished in the summer months when nymphs, who cannot fly, are present (this is why I am writing this now!).  Most people do not try to do anything about crickets until they are in the adult stage and in large numbers.

Before crickets invade your home try some of the following tips:

Turn off lights at night, direct lighting away from the structure or use yellow bulbs which are less attractive to insects. Seal cracks and crevices that give entrance to the structure with sealant. Remove debris that is stacked near the structure. Keep lawn and surrounding landscape tended. Stuff weep holes with copper mesh (this will allow air flow into the wall voids, but will reduce accessibility).
