Emory Resident Arrested for 3rd DWI
August 28, 2023 – Emory resident CARLTON DEWAYNE CAGLE, age 61, was arrested this weekend and charged with at least his third DWI.
A report of a reckless driver was received by dispatch late Sunday night. The driver could not maintain his lane. A Hopkins County Sheriff’s Deputy traveled to 154 South and was able to locate the northbound vehicle.
A traffic stop was performed and the white Malibu came to a stop in the parking lot of a south Broadway store. Cagle show sign of intoxication and admitted to drinking alcohol before driving. He was asked to exit the vehicle. Open alcoholic beverage containers were found in his car. Cagle was unable to perform field sobriety tests and was arrested. His car was impounded.
At the Hopkins County Jail, Cagle refused to submit a blood sample. A warrant was obtained and a sample was taken.
Cagle, who lists himself as unemployed, has at least two prior convictions for DWI. A records checked shows his second occured in February of 2023 in Rains County Texas.

Sulphur Springs Man Stopped with Half Pound of Concealed Meth
August 28, 2023 – A Hopkins County Deputy was on routine patrol this weekend on I-30 when he noticed a vehicle fail to signal a lane change. The Hyundai was traveling east on I-30. The deputy pulled out and began following the car. The driver exited the interstate near Cumby and again failed to signal.
A traffic stop was performed in the parking lot of a gas station on the south service road. When contacted, the driver was nervous, sweating, had slurred speech and would not make eye contact. The driver, CRIS GLENN BROWN, was asked to exit the vehicle.
Brown was told why he was pulled over. He was asked if he had anything illegal in his car. Brown said ‘no’. He was then asked if a search of his car could be done. He granted permission for a search. A search of the interior of the vehicle reveal nothing illegal. Deputies then turned to exterior of the car.
Several magnetic boxes were found attached to the undercarriage of the vehicle. Inside those boxes were baggies containing a total of nearly 252 grams of crystal methamphetamine.
Deputies were careful to document and secure the evidence. The car was impounded. His cellphone was also confiscated as evidence.
Brown is charged with:

His bond is set at $100,000.
This is not the first time Brown has been in Hopkins County Jail. In August of 2020, Brown was arrested for allegedly choking a 19-year-old household member to the point she could not breath. A Hopkins County Grand Jury Indicted Brown on that charge. See that story here.

Burn Ban In Effect for Hopkins County
August 28, 2023 – The Hopkins County Commissioner’s Court voted to enact a burn ban for Hopkins County effective immediately. No outdoor burning of any kind will be allowed during the ban. The dry conditions and lack of rain have elevated drought conditions across the State of Texas and few counties are left without burn bans. Hopkins County recently entered the “Abnormally Dry” level on the Texas Drought Monitor with no relief in sight. All but 10 counties in the panhandle are now listed at some level of drought in Texas The ban will stay in effect until such time as conditions improve.

Eggshells and Banana Peels for your Tomato Plants From Master Gardener David Wall
There’s a lot of confusion lately about what egg shells can do for your tomatoes. Literature, in the past, recommended putting egg shells in the planting hole before you transplant. It’s also recommended you crack an egg and drop the whole thing in the hole. This will help your tomato plant perhaps late in the season or, better yet, if you plant a tomato in the same spot next year!
The calcium in egg shells is highly desired by tomato plants, but the shell has to decompose first, and this takes time. There are two much faster ways to make calcium available. One is to puree eggs shells with some water in a blender and then allow it to dry to a powder. Now, the powder can be placed in the transplant hole. This works, but the process can get very messy! It’s best to do this process outside!
The second way is the simplest and easiest way to get calcium for your tomatoes. Go to the nursery or store and buy any of several products such as bone meal or calcium powders and/or sprays. Adding organic matter to the soil will also ensure adequate amounts of calcium for your plants. We add 1-2” of organic compost to our three home gardens every year and don’t worry about any nutrient shortages.
Past literature has also recommended dropping a whole banana or at least the peel before transplanting to ensure adequate phosphorus is available. Peels rot pretty fast, but they won’t provide a quick energy shot. Later in the season, however, they’ll provide some benefit. For faster results, put a banana peel in a quart jar, fill with water, seal, and wait 2 weeks. Remove the peel and pour the water around 3-4 plants. Repeat when the plants begin to flower.
State Fair Announces Food Winners
August 28, 2023 – Do you say “Corn Dog” or “Corny Dog”? Order it either way at this year’s State Fair of Texas and you won’t be turned away from the Fletcher’s concession stand. The correct term although for the State Fair mainstay is actually “Corny Dog”. An annual must-have since 1942 for lots of fairgoers, although there are plenty of other options around the State Fair grounds.

Please Be Seated Program Continues in Northeast Texas to Help Children Travel Safely in Approved Safety Seats
August 27, 2023 – PARIS – Texas Department of Transportation safety officials in Northeast Texas today reminded the public about a program to help parents ensure their children remain safe when traveling in a vehicle.
“If you see an unrestrained child traveling in a vehicle with Texas license plates, call the hotline and tell us the date, location and license number,” said Monica Yates, TxDOT transport funding specialist based in Paris. “We’ll take it from there…the driver will not be ticketed, but we will be in touch to help them get an approved child safety seat.”
The Paris District Please Be Seated hotline number is (903) 737-9290 and callers can remain anonymous, Yates said. Parents can call the hotline, too, to set up an appointment to have their car seat checked or to have a new one installed. Low-income persons often qualify for a free child safety seat courtesy of TxDOT.
“Also remember that used car seats, ones you get at a garage sale or from family members, may not be safe,” Yates said. “Child safety seats have an expiration date and shouldn’t be used after that date. They should also be replaced if and when the vehicle is involved in a crash.”
State law requires that children less than 8 years old and shorter than 4’9” travel in passenger vehicles in approved child safety seats. Those older than 8 and taller than 4’9” can travel using adult safety belts. State law also requires every person in a vehicle to be buckled up, regardless of where they are seated.

Sherman Area (Fannin, Grayson Counties)

US 75, Grayson County: from FM 1417 to SH 91 (Texoma Parkway). Watch for shoulder closures and lane shifts on the northbound and southbound US 75 main lanes between SH 91 and FM 1417 as crews work on building new main lanes, bridges, and retaining walls. Watch for lane closures on the frontage roads between FM 1417 and SH 91. A reduced speed limit of 60 mph on the US 75 mainlanes has been set on the mainlanes for this construction project.
Mainlane traffic has been switched from the old mainlanes to the existing frontage roads to allow for construction of the new mainlanes and bridges between South Travis Street and Center Street. During this operation, northbound US 75 mainlane traffic will shift onto the existing frontage road approximately one-half mile north of South Travis Street and transition back to the existing mainlanes at Middleton Street. Southbound US 75 mainlane traffic will shift onto the existing frontage road approximately one-half mile north of Park Avenue and transition back to existing mainlanes approximately one-half mile north of South Travis Street. This operation will allow for reconstruction of the proposed US 75 mainlanes and bridges at Post Oak Creek. During this phase, US 75 frontage road traffic will be reduced to a single travel lane while US 75 mainlane traffic will maintain two travel lanes. Both mainlane and frontage road traffic will be separated by concrete barriers.
All eastbound and westbound lanes of Park Avenue under US 75 are closed to traffic. This closure is necessary to allow for construction of the new overpass at Park Avenue. To detour, eastbound Park Avenue traffic will turn right on the southbound US 75 frontage road, turn left on South Travis Street, and turn left on the northbound US 75 frontage road to return to Park Avenue. Westbound traffic will turn right on the northbound US 75 frontage road, turn left on Center Street, and turn left on the southbound US 75 frontage road to return to Park Avenue.
The eastbound entrance ramp to US 82 at the US 75 intersection is closed to traffic. This ramp serves as the entrance ramp to eastbound US 82 at US 75. This closure is needed to complete the construction of the US 82 eastbound frontage road and new entrance ramp. Motorists are advised to use the eastbound frontage road and continue east through the Loy Lake intersection and use the eastbound entrance ramp from Loy Lake Road to gain access to US 82.
Lamar Street and Houston Street under US 75 are closed to through traffic with detour signs in place to guide motorists around these intersections.

US 82, Grayson County: from the Cooke County line to FM 131 in Sherman. Watch for lane closures as workers replace the bridge railing and guardrail approaches at each bridge structure and install median barrier. During construction, the bridge location will be reduced to one lane while crews replace the bridge railing. Currently the contractor is working on the westbound US 82 lanes at Harris Creek and on the eastbound lanes at Post Oak Creek. On this project, the contractor is also installing a center median concrete traffic barrier between FM 1417 and FM 131. Motorists should expect lane closures and occasional lane closures while this work is ongoing.
US 75 full depth concrete repair, Grayson County: Crews will be working on US 75 each week from Sunday night through Friday morning during the overnight period. Lane closures will be present at night for crews to replace failed concrete sections. Lane closures will begin at 7:30 p.m. each night and should be reopened to traffic by 6 a.m. This work will extend from the Collin-Grayson County line to the Oklahoma State line.
FS 121 (Grayson Parkway), Grayson County: from the Collin County line to FM 121. Construction is ongoing on this new-location roadway which is west of SH 289 approximately four miles. The new roadway will be two lanes with shoulders and will be an extension of the frontage road of the Dallas North Tollway. Local traffic on CR 60 (Marilee Road) and Stiff Chapel Road should expect occasional road work at those intersections, with flaggers present to control traffic.
US 75 debris pickup, Grayson County: from Collin County line to Oklahoma State line. Watch for mobile lane closures as workers pick up debris from the roadway every Sunday, Tuesday, and Thursday during the nighttime.
FM 902, Grayson County: from US 377 to SH 289. Watch for daytime lane closures as maintenance crews blade level the roadway with hotmix. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
US 75, Grayson County: in Van Alstyne from FM 121 to the County Line Road. Watch for daytime lane closures as maintenance crews backfill the pavement and grade the ditches. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.
FM 100, Fannin County: from SH 56 to FM 2216. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. FM 100 is closed to through traffic between US 82 and SH 56 in order to replace culverts under the roadway. The signed detour will be to use US 82, FM 1396, and SH 56 to get around the closure.

The contractor has completed culvert extensions for Phase 1A and removed concrete median on the South end of I-30 intersection at westbound service road. The contractor has begun the demolition of median on the north end of I-30 intersection.
SP 302: Hunt County (From SH 34 to FM 499, from FM 499 to I-30, from US 69 to SH 34, from O’Neal Street to US 69). The contractor has placed work zone signs and barricades. Milling and paving operations have finished. Paving and milling has begun in the downtown area of Greenville. Embankment work and guardrail work on BU 69 is ongoing. Striping to begin July 31 or later. Please be aware of workers and watch for work zones when traveling in this area.
FM 2946, Rains County (From FM 515 to FM 2795): Contractors have set barricades and work zone traffic signs. Contractor prepared and mobilized to set temporary shoring for box culvert near the end of project. The contractor is performing cross culvert work and culvert extensions at various locations on the project. The contractor has begun base repair work at various locations and subgrade/ shoulder widening. Subgrade work for the first three miles is ongoing. Please be aware of workers and watch for work zones when traveling in this area.
FM 2649, Hunt County (From I-30 to FM 1567): Contractors have set barricades and work zone traffic signs. Cross culvert work is complete, reworking the roadway, widening and cement treatment to the subgrade, and reworking the roadway base material is ongoing. The contractor has finished placing prime coat on areas near the beginning of the project. Contractor has begun work on the next two miles, flex base, geogrid subgrade widening are ongoing. Please be aware of workers and watch for work zones when traveling in this area.
CR 1032, 1031 and 2132 bridge replacement project, Hunt County. The contractor has set barricades and advance warning signs. The contractor has reopened the CR 1032 and CR 2132 bridge. The contractor has begun work CR 1031, they are currently preparing the ROW and preparing to demo the existing bridge. Please be aware of workers and watch for work zones when traveling in this area.
I-30, Hunt County: Interchange Improvements: The contractor has set barricades and advance warning signs. Grading and prepping temporary ramps is underway on east-bound and west-bound to get ready for hot mix this week. The contractor has been backfilling along edge of road. The contractor will be excavating on permanent ramp east-bound between SH 36 and FM 1903. Cash Water is working on utility relocation at FM 1570.The frontage road speed reduction signs and low-profile traffic barrier on frontage roads have been installed. Please be aware of workers and watch for work zones when traveling in this area.
Maintenance crews for both Hunt and Rains County will be performing various sign and mailbox installations on various roads. Hunt County has been overlaying on US 380 from FM 903 to US 69. Both sections have been working on bridge maintenance projects throughout Hunt and Rains Counties. Herbicide operations are ongoing throughout the counties.

Pair Arrested on Warrants for Theft
August 27, 2023 – Two Sulphur Springs residents were arrested on warrants this week. Both were arrested previously in July of this year after they were caught stealing from a store on South Broadway in Sulphur Springs.
At the time of their July arrest, they had already been issued an active criminal trespass warning for that store. This often means that a person had been caught stealing in the past.
Reyna age 20 was arrested at her place of employment and Gonsales age 19, who lists herself as unemployed, at her home. They are both charged with:

High Speed Chase Lands Como Man in Jail
August 27, 2023 – A Hopkins County Sherriff Deputy noticed a vehicle traveling at a high rate of speed on FM 2948 south of Como, TX. The vehicles speed at that time was verified at 72 mph in a 55 mph zone. Around 11:45 PM, the deputy initiated a traffic stop. The driver ignored the deputy and continued to drive at a high rate of speed in the GMC Sierra.
The pursuit continued onto Highway 11 and into the town of Como, TX. The driver eventually wrecked out in a ditch near McBride St and CR 2328.
Because of the driver’s actions, a high risk traffic stop was performed. GIOVANNI MUNOZ, age 17, followed commands to exit the GMC. He was arrested and taken to Hopkins County Jail without incident. His truck was impounded. He is charged with:
