Texas to Use Lottery System for Private School Voucher Program
February 20, 2026 – AUSTIN, Texas — With more than 100,000 families applying for Texas’ new private school voucher initiative, state officials confirmed they will use a lottery system to determine which students receive funding under the Texas Education Freedom Account program.

The program, created by Senate Bill 2 and funded with $1 billion, allows approved families to use state dollars for private school tuition, transportation, and other qualifying education expenses. But demand has far exceeded available funding, triggering a random selection process.
State leaders have emphasized that the application window, which remains open through mid-March, is not first-come, first-served. All eligible students who apply during the window will have an equal chance in the lottery. To qualify, applicants must reside in Texas and meet citizenship requirements. Additional prioritization categories, including income level and special education status, may apply under program rules.
The lottery will be administered by the Texas Comptroller’s Office, which oversees the program. Officials say families selected will be notified directly and given instructions on next steps, including how to direct funds to approved education providers.
Supporters argue the program gives parents greater flexibility and control over their children’s education. Critics contend the voucher system could divert funds from traditional public schools and may not serve all students equitably.
With demand surpassing expectations, the lottery marks a significant milestone in the rollout of one of the largest school choice programs in the country.
