Gov. Abbott Calls July 21 Special Session After Signing 1,155 Bills
June 29, 2025 – Governor Greg Abbott has announced that a special session of the Texas Legislature will convene on Monday, July 21, following the conclusion of the 89th Regular Legislative Session, during which he signed 1,155 bills and vetoed 26.
“All seven of Governor Abbott’s emergency priorities were passed and signed into law,” his office confirmed. These include landmark measures on property tax relief, teacher pay raises, school choice, and the creation of the Texas Cyber Command.
Texas Cyber Command is a new state-level initiative aimed at enhancing the state’s cybersecurity capabilities. It will be headquartered in San Antonio and will leverage the expertise of the University of Texas at San Antonio (UTSA), along with other state, local, and federal partners. The command will focus on preventing and protecting against cyber breaches, improving cybersecurity for state and local government systems, and training and educating users about preventing cyberattacks.
Abbott praised legislative leadership: “Lieutenant Governor Dan Patrick, Speaker Dustin Burrows, and both chambers worked hard to send critical legislation to my desk. This session has seen monumental success, but there is more we can do.”
Governor Rick Perry called over 12 special sessions and holds the state record.
The upcoming special session will revisit several bills Abbott vetoed or allowed to pass without his signature, which he now wants to see refined. These include:
- SB 3: Regulation of consumable THC products
- SB 648: Real estate document recording standards
- SB 1253: Water project impact fees
- SB 1278: Trafficking victim protections
- SB 1758: Cement kiln regulations near semiconductor plants
- SB 2878: Judicial branch reforms
Under the Texas Constitution, only the governor can call a special session, and it may last up to 30 days, limited to issues he selects.
