REGULAR BOARD MEETING

SULPHUR SPRINGS INDEPENDENT SCHOOL DISTRICT BOARD ROOM, ADMINISTRATION BUILDING

CALL TO ORDER: Invocation

II. FIRST ORDER OF BUSINESS

A. Announcement by the President whether a quorum is present, that the meetinghad been duly called and that the notice of the meeting had been posted inaccordance with the Texas Open Meetings Act, Texas Government Code,Chapter 551.

B. Approval of the minutes of the regular meeting of the Board of Trustees conducted on Monday, November 12, 2018 beginning at 6:00  p.m. in the Board Room of the Administration Building.

III. PUBLIC FORUM:Public participation is limited to the designated open forum portion of a meeting per policy BED(LOCAL).

A. Public Hearing on the Application of Solemio, LLC (Comptroller ApplicationNo. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the Texas Tax Code.

B. The Board will hear public comment relative to the Application of Solemio, LLC (Comptroller Application No. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the TEXAS TAX CODE.

C. Public Hearing on the designation of “Solemio Reinvestment Zone” under Section 312.005 of the TEXAS TAX CODE, relative to the Application of Solemio, LLC (Comptroller Application No. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the TEXAS TAX CODE.

D. The Board will hear public comment on the designation of “Solemio Reinvestment Zone” under Section 312.005 of the TEXAS TAX CODE,relative to the Application of Solemio, LLC (Comptroller Application No.1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the TEXAS

TAX CODE.IV. ADMINISTRATIVE REPORTS/INFORMATION ITEMS

A. Report on Educational Performance of Bilingual/ESL Program for 2017-2018school year.

B. Head Start items provided under separate cover for school board’s information purposes only:- Director’s Report for November- Early and Periodic Screening Diagnosis and Treatment (EPSDT) Achievement

CONSENT AGENDA ITEMS:These items are considered to be routine by the board and will be enacted under one motion, unless a member of the board requests that an item be removed from the consent agenda and considered in its normal sequence on the agenda.

A. Consider approval of Tax Credits and Supplements for November 2018.

B. Consider approval of Delinquent Tax Collections for November 2018.

C. Consider approval of Financial Statements and Bills Payable for November 2018.

D. Consider approval of Quarterly Investment Report for the three months ended November 30, 2018.

E. Consider approval of Comprehensive Annual Report on Investment Activity for the fiscal year ended August 31, 2018, and annual review of investment policy and strategy.

VI. ACTION ITEMS:

A. Consider approval of the district’s Annual Financial and Compliance Report for the fiscal year ended August 31, 2018, by Rutherford, Taylor andCompany, P.C.

B. Discuss and consider approval of Resolution 7-18 electing a representative to serve on the Hopkins County Appraisal District Board of Directors for the term beginning January 1, 2019 and ending on December 31, 2020.

C. Review and acknowledge Conflict of Interest Policies and Disclosure Requirements in consideration of the Application and Agreement of Solemio ,LLC (Comptroller Application No. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes,pursuant to Chapter 313 of the TEXAS TAX CODE.

D. Consider and Approve the Board of Trustees of the Sulphur Springs Independent School District “RESOLUTION (8-18) DESIGNATING A CERTAIN AREA AS A REINVESTMENT ZONE IN CONNECTION WITH AN ECONOMIC DEVELOPMENT AGREEMENT UNDER CHAPTER 313 OF THE TEXAS TAX CODE,” pursuant to Section 312.0025 of the TEXASTAX CODE.

E. Consider and Approve Findings of Fact under the Texas Economic Development Act related to the Application of Solemio, LLC (Comptroller Application No. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the TEXAS TAX CODE.

F. Consider and Approve the Application and Agreement of Solemio, LLC (Comptroller Application No. 1283) for an Appraised Value Limitation on Qualified Property for School District Maintenance and Operations Taxes, pursuant to Chapter 313 of the TEXAS TAX CODE.

VII. EXECUTIVE SESSION: Executive Session will be held for the purpose of consideration of matters for which closed or executive sessions are authorized by Title 5, Chapter 551, Texas Government Code, Section (.071), (.072), (.074), (.087).A. Consult with legal counsel, as necessary, to address commercial or financial information that the District received from Solemio, LLC with which the District is conducting economic development negotiations.

B. Consult with legal counsel, as necessary, to address legal concerns, implications, and answer any legal questions regarding the posted agenda items.

C. Discuss and consider personnel to be employed, personnel to be reassigned,acknowledge and accept resignations of personnel, other personnel matters.

D. Discuss purchase, exchange, lease, or value of real property.

VIII. RECONVENE FROM EXECUTIVE SESSION FOR ACTION RELATIVE TO ITEM(S) COVERED DURING EXECUTIVE SESSION.
