Sulphur Springs Mayor Emily Glass read a Proclamation naming Friday, September 16, 2016, as Del Frances Day in Sulphur Springs during the MIA/POW Day remembrance conducted by the Hopkins County Military Coalition at the Veteran’s Memorial at Celebration Plaza.
Frances sought recognition for his shipmates seeking to have their names added to the National Vietnam Memorial in Washington D C. A representative of State Representative Dan Flynn presented Francis with a Texas flag that flew over the capital in Austin. Members of the Military Coalition also presented a certificate to Frances, as did the local Marine League.
