Gov. Greg Abbott ordered flags lowered to half-staff Friday and called on the state’s law enforcement officers to turn on the red and blue flashing lights of their patrol vehicles for one minute at 11 a.m. Friday, which is same time that Goforth’s funeral is scheduled to begin at the Second Baptist Church in Houston.
