Planning and Zoning, Zoning Board of Adjustments and Downtown Revitalization Board Have Meetings This Week

Two city of Sulphur Springs’ boards and one commission meet this week at City Hall. Monday night at 7 p.m., the Planning and Zoning Commission will gather to administer the oath of office to newly appointed commissioner Claude Walter. The commission will also select a chairman and vice-chairman. Planning and Zoning will also consider a request by Sandra Jones for a Special Use Permit to relocate her permanent cosmetic tattooing shop Mystical Magic to the 400 block of West Shannon Road. City staff recommends approval.
The city Zoning Board of Adjustments and Appeals has a meeting Tuesday night at 5:30 p.m. Board alternates Gale Niergarth and Kristi Brewer will be sworn in and a chairman and vice-chairman will be selected. The Zoning Board will also take up the tattooing case as well as a request from the owner of Texas Heritage National Bank at 215 North Hillcrest for a zoning variance to construct a fence that is not a masonry fence. City staff recommends approval in the case of the tattooing shop and denial of the bank request.
The city Downtown Revitalization Board meets Tuesday night at 6:30 p.m. The only agenda action item is a request by Echo Publishing to replace 18 downstairs windows at a vacant property at 229 Main Street. City staff recommends approval.

Maxwell Hopes Lack of Bids for Main Street Paving Brick Will Not Cause Delays

With no manufacturer submitting a sealed bid for paving brick for the Main Street renovation project, Sulphur Springs City Manager Marc Maxwell says the city is now free to negotiate price with manufacturers much like a contractor would do. Maxwell says manufacturers don’t usually deal with cities’ bid processes and their thick bid packets. Maxwell says he only knows of four companies that offer paving brick. He doesn’t expect the development to delay the Main Street job unless it will take a long time to get the brick. Brick color may also be an issue, as Maxwell will want something in a red color.

City of Sulphur Springs Receives No Bids for Paving Brick

The city of Sulphur Springs will have to go to plan B for paving brick for Main Street. By the 10 a.m. Monday deadline, no bids were received. City Manager Marc Maxwell said he thinks paving brick companies are used to working with contractors instead of cities. Maxwell said the city would have to negotiate a price and purchase the paving brick from suppliers. Maxwell added bricks seen on Main Street now are for seat walls to be located around some planters. City crews are expected to make their third concrete pour out of five Tuesday. Sidewalk work is expected to begin soon.

Mayor Aguilar Names Five-Member Fluoride Study Committee

A five-member Fluoride study committee has been named by Sulphur Springs Mayor Oscar Aguilar. Chairman is Matt Johnson, a dentist. Other members are pediatrician Tod Conner, retired dentist Robert Parker, LVN Nurse Lisa Sawyer and Trisha Metrolis, who City Manager Marc Maxwell describes as a concerned citizen. Maxwell says the committee will study both sides of the fluoride question and make a recommendation to the city council as to whether or not to keep fluoride in city drinking water.

Sulphur Springs City Council is Expected to Award Brick Bid for Main Street Project at Special Meeting Tuesday

The Sulphur Springs City Council is expected to award a contract for brick for the Main Street Project at a special meeting Tuesday at noon at City Hall. The council agenda calls for discussion and action on bids and awarding of a contract. City work crews are currently in the process of doing concrete foundation work on the project.

Sulphur Springs Downtown Revitalization Board to Consider Vendor Regulations Again

The city of Sulphur Springs Downtown Revitalization Board will take up the matter of vendor regulations downtown again at a meeting Tuesday night at 6:30 p.m. at City Hall. The board will review a draft of proposed rules and regulations for vendors. The board is also expected to review a proposed ordinance regulating special events downtown.

Local Emergency Management Officials Inform Public of Way to Learn of Weather and Emergency Alerts for Free

Sulphur Springs Assistant Police Chief Robert Stidham and the city’s Emergency Management Coordinator police Lt. Rex Morgan are publicizing a free service that provides weather and emergency alerts for those who want them. The service provider is www.mystateusa.com, which uses National Weather Service Radio information. The alerts can be made to cell phones, pagers, blackberries and e-mail. It’s a simple 4-step procedure to subscribe and it’s also easy to unsubscribe. Flyers on the service are available at banks, the post office and chamber of commerce.

Concrete Work Continues on Main Street Project

Concrete work resumed on the Main Street project Wednesday morning. The complicated and delicate work is being done by what City Manager Marc Maxwell calls a large and experienced concrete crew. The workers are forming the foundation that bricks will cover with only a thin layer of sand in between. After the concrete foundation is poured from one end of the block of Main Street to the other, work is expected to begin on sidewalks. The city council will be accepting and awarding brick bids next week. The project is expected to be completed by mid-October at the latest.

Maxwell Hoping to Construct Parking Lot Behind Police Station with Grant Funds

Sulphur Springs City Manager Marc Maxwell hopes the third time is the charm. At last week’s City Council meeting, the council gave Maxwell approval to submit a grant application to the Texas Department of Agriculture Downtown Revitalization Program. Two previous attempts were unsuccessful. Maxwell is seeking $150,000 to redo the area between the police department and Main Street into one beautiful parking lot. One strong point in favor of the application is that the parking lot would be handicap accessible. Maxwell says scoring for the grant seems to favor smaller and poorer cities. He says he feels the city’s chance to get the grant is a little less than 50-50.

Sulphur Springs City Crews are 70% Finished Moving Utilities for State Highway 11 Extension Project

At last Monday’s Sulphur Springs City Council meeting, City Manager Marc Maxwell told the council the city’s Capital Construction Division was about 70% finished relocating utilities in connection with the State Highway 11 Extension Project. Maxwell says the city crew is relocating a 15-inch sewer line that crosses the proposed Highway 11 Extension. He says after they are done with that, they will move to State Highway 19 to relocate all the water and sewer lines that are affected by the Highway 11 Extension project. Maxwell notes the second phase of improvements for Rockdale Road has been put on hold until after the utility relocation project is done.
