The Sulphur Springs City Council awarded a bid for employee health insurance that will cause rates to go up 4% for spousal and dependent child coverage for employees. For several years now the city has seen their rates remain steady or decline. They use a partially self-funded system with reinsurance. City Manager Marc Maxwell says the key to curtailing rates is a very high deductible and employee involvement in the system.
