With the weather cooperating perfectly, the 16th annual Independence Day Concert on the Square was quite a show. The evening opened with the entry march of Hopkins County veterans and presentation of the colors by the Hopkins County Military Coalition. Right at the end of the playing of the National Anthem, five planes conducted a fly over of the square. The Northeast Texas Symphony opened the show with Copland’s Hoedown, Gould’s American Salute, the National Emblem March by E.E. Bagley and a Pops Hoedown by Richard Hayman. The symphony then saluted various branches of the military playing songs for the Army, Coast Guard, Marine Corps, the Air Force and the Navy.

Sulphur Springs City Council Has 19-Item Agenda Tuesday Night

The Sulphur Springs City Council will consider a 19 item agenda when they meet Tuesday night at 7 p.m. at City Hall. Among items are several the city council has taken up before. Included in those are four city-initiated rezoning requests for land annexed into the city last November. One is up for its second and final reading and three will be heard again on first reading after going back to the Planning and Zoning Commission.

Hopkins Co. Commissioners Continue Budget Sessions This Week

Except for the July 4th holiday on Wednesday, the Hopkins County Commissioners Court will be having budget work sessions each day this week. Monday’s session is scheduled for 11:30 a.m. and sessions on Tuesday, Thursday and Friday are set for 10 a.m. All sessions are planned for meeting room one located adjacent to the Commissioners Courtroom at the County Courthouse.

Hopkins Co. Chamber President Looking Forward to Sat. Concert on the Square

Hopkins County Chamber of Commerce CEO Bill Elliott is looking forward to Saturday night’s 16th annual Independence Day Concert on the Square. He says there should be more patriotic tunes this year. As the Northeast Texas Symphony begins to play Sousa’s Stars and Stripes Forever, Elliott says that’s when the fireworks show begins. He says there will also be another flyover during the national anthem and the annual veterans processional. Elliott says some people come for many miles to attend the annual event. Several thousand people are expected to gather on the square.

Hopkins County Judge Cletis Millsap says the Texas Transportation Commission has approved formation of the Sulphur River Regional Mobility Authority. It is made up of Hopkins, Lamar, Hunt and Delta counties. This group should be able to get transportation projects done faster. On Hopkins County’s wish list are an expansion of State Highway 11 between Sulphur Springs and Commerce, State Highway 19 improvements through Sulphur Springs down to the Rains County line and improvements to the short line railroad that runs through town.
Judge Millsap also says the Texas Transportation Commission has approved TXDOT stepping in to help the county resolve disagreement in price for several parcels owned by three different landowners involved in the State Highway 11 extension project from State Highway 154 to State Highway 19. TXDOT will assist the county in eminent domain proceedings. Judge Millsap hopes the issue can be resolved by September so a construction contract can be let.

City and County Fireworks Rules

Fireworks season is upon us. Use of fireworks by individuals inside the Sulphur Springs city limits is prohibited at any time. Hopkins County Judge Cletis Millsap says the county has no restrictions of any kind. He does encourage people to use fireworks carefully to avoid injuries or property damage due to fire.

Downtown Group to Seek SS City Backing for Main Street Recertification

Members of the Downtown Business Alliance are expected to show up at Tuesday night’s Sulphur Springs City Council meeting seeking city support for recertification into the Main Street program. Sulphur Springs was involved in the program 15 years ago. Downtown Business Alliance President Rita Edwards says Sulphur Springs faces long odds to get back into the program. Only five cities and not more than two recertification hopefuls attain Main Street status each year.

Hopkins County Judge Cletis Millsap said the Commissioners Court had a wonderful meeting last Wednesday with the Sulphur Springs School Board concerning an interlocal agreement on the Civic Center. The judge said the school district was using the auditorium a lot but he added he wanted them to continue to do so. He said now is the time to discuss matters such as how much the school district should contribute toward utilities for the Civic Center. The school board currently gives $12,000 and has for years. Judge Millsap also expects interlocal agreements to be ironed out with the city of Sulphur Springs as well as with the Northeast Texas Livestock Association, the Fall Festival Board and Dairy Festival Board.

SSISD Superintendent Pleased with Work Session with County on Civic Center Agreement

Sulphur Springs School Superintendent Patsy Bolton said the school board and Hopkins County Commissioners Court had a good session Wednesday as they discussed an interlocal agreement on the Civic Center. Ms. Bolton said County Judge Cletis Millsap indicated the court was not interested in major changes. No change was discussed concerning the school district’s use of the auditorium. Judge Millsap did encourage the school district to chip in more for electricity if they could afford it. Ms. Bolton told KSST the district would see how the budget process goes but she made it clear that her budget priorities would be in other areas.
